KPS caderization issue echoes in Assembly, MLAs seek justice for state Police | ET Impact | | Early Times Report SRINAGAR, June 21:A day after Early Times carried the news on Kashmir Police Service (KPS) officers facing disparity due to long pending issue of caderization which will ensure their induction in Indian Police Service, several MLAs cutting across party lines in Jammu and Kashmir Assembly today came into the support of the KPS officers and demanded that the disparity faced by the KPS officers should come to an end. The irony is that even now 2001 KPS officer batch are entitled for "One Ashoka and Two Stars" in July 2016 as the 2001 batch will complete 15 years of gazetted service and thus become entitled for the same which will further add to the concern of the KPS officers due to shortage of posts which ultimately push many senior police officers on junior posts. While debating on grants of departments held by the Chief Minister Mehbooba Mufti including Home Department, the MLAs said that much to the disappointment of the senior police officers of Kashmir Police Service (KPS), particularly the officers of 1999 batch KPS officers are waiting for their promotion to next higher ranks of DIG as well as induction into IPS since last several years due to non caderization of KPS officers in the state after government failed to implement SRO 549 of 1984 issued by the government of Jammu and Kashmir for managing the services of directly recruited local officers in Jammu and Kashmir Police. They said that Jammu and Kashmir police officers sacrificed a lot for maintaining peace and tranquility in the state but did not get what they deserved. MLAs said that all departments are entitled to time bound promotion after every 9 years, while police officers including lower rank constabulary are entitled for time bound after 14 years. "Committee formed to look into the welfare of police suggested 20% hardship allowances in favour of the police officers, but even though agreed at first instance for providing same; only 10% were given to them said" said an MLAs added that government should provide the remaining 10 % hardship allowance to police. Congress MLA Nawang Rigzin Jora, Usman Majeed, Ghulam Mohammad Saroori, NC Mohammad Akbar Lone, Shah Mohammad Tantry, Asgar Ali Karbali and others support the early end to caderization of KPS. It is pertinent to mention that the Government of J&K vide SRO 549 Dated 19-10-1984 promulgated J&K Police Gazettted service recruitment rules which provided that while all the senior duty posts in the cadre strength of IPS of J&K State will be manned by IPS officers, while the State Police Service officers without their induction into IPS shall get elevated up to the rank of DGP on ex-cadre basis and for which some number of posts were earmarked for promotion of State Police Service Officers, but to the disappointment of the J&K based local police officers, these rules were however kept in abeyance vide SRO-166 dated April 22, 1985 without being implemented. The proposal of setting up of KPS cadre like that of already existing KAS cadre on the lines of State Police cadre in other states like Punjab Police Service (PPS), Orissa Police Service (OPS), Himachal Police Service (HPS) has already been discussed and the urgent need to have the proposal executed felt by PHQ. Officers from the rank of Dy SP to SSP which include KPS batches of the year 1999, 2001, 2004, 2008, 2011, 2012, 2013 about 500 gazetted police officers in number which comprise of 80% of the total police officers of J&K. |
