Early Times Report
Jammu, July 2: The Punjab Irrigation department has refused to de-silt the Kashmir canal for the last nearly sixty years but has reportedly employed labour for green felling of trees in Jammu and Kashmir limits, but concerned departments of state were caught unaware. Pertinently, Kashmir Canal starts from Lakhanpur and till limits of four kilometers to Chakundar feeder is under the control of Punjab Irrigation department but is flowing in Jammu and Kashmir limits. A social activist of village Chak Gota Lakhanpur, Shiv Nandan few days back strongly objected to the felling of green trees from the banks of Kashmir canal by the labour engaged by Punjab Irrigation department. "For the last sixty years, the Punjab government has not de-silted the canal, causing reduction in intake capacity. During rainy season, new plants start growing and the vegetation and plants on banks are also house of many bird species, which lay eggs in these days", Shiv Nandan said adding that many trees were axed by the labour and employees of Punjab irrigation department, who also threw it in the canal, further causing obstruction in the canal. Shiv Nandan further said that it was a routine of Punjab Irrigation department employees for the last many years, who cut down several trees and took away the wood. He further said that he had also approached Executive Engineer Irrigation department of Kathua, District Forest officer Kathua but so far green feeling was not stopped and he didn't allow the employees to cut trees from some area, adjoining to his land. "De-silting is problem and not the trees but instead of doing that every year, green trees were axed by employees, which was beyond comprehension". Executive Engineer of Irrigation department Kathua, Ved Prakash Gupta said that the canal was in the jurisdiction of Punjab government, so they could not do anything. The official of Forest department Kathua said that after the issue came to his notice, he had called to Executive Engineer of Madhopur Punjab. "I had gotten the felling of trees stopped immediately and even also apprised Deputy Commission Kathua to take up the matter with DC Pathankot, so that there would be no halt in free flow of water in Kashmir canal, as paddy sowing season is in full swing", he said, adding that even Punjab Irrigation officials have also been asked if they wanted to cut any tree, they firstly took prior permission. Executive Engineer of Irrigation division Madhopur, Pathankot Jagdish Raj said that there was no order to cut any tree. "Only those small bushes will be cleared, which are creating obstructions to free flow of water", he said, adding that he would took proper action after investigation. |
