Employees have to wait for 2 yrs for 7th Pay Commission: Mehbooba | Asks Jammu people to remain vigilant | | Jehangir Rashid Early Times Report SRINAGAR, July 2: Chief Minister Mehbooba Mufti today said that Jammu & Kashmir is facing many challenges on different fronts and that a collective effort is needed to overcome such challenges. She asked the people of Jammu region to remain vigilant against 'divisive' elements. The chief minister said that the government has many issues on the fiscal front in the form of liabilities including around Rs 20,000 crores missing General Provident Fund (GPF) money. She said as such the government employees of the state would have to wait for at least two years before the recommendations of 7th Pay Commission are implemented in Jammu & Kashmir. "There are so many challenges for us as many long pending issues on economic, developmental and administrative fronts are confronting the state and these have been complicated by the political turmoil. We are ready to face them and find solutions through good governance and quality administration," said Mehbooba while speaking at the conclusion of the budget session in the Legislative Council. Cautioning the people of Jammu region against the nefarious designs of certain 'divisive' forces, the chief minister said that these people are trying to communalize the situation in the region for their vested interests. She said while militancy has destroyed the socio-economic fabric of Kashmir, communal violence has the potential of causing similar destruction in Jammu. "I urge the emancipated people of Jammu region to keep a close watch on the activities of such elements and isolate them before they succeed in their evil designs," she said. She said that many people sacrificed their lives for the restoration of democracy and democratic institutions in the state adding that it is now the duty of legislators to uphold the sanctity and credibility of these institutions. Stressing on improving quality and efficiency in administration, Mehbooba said the work culture disseminated by the more than two decades long turmoil in the state, has to be rebuild brick by brick so that people feel the change. She said the government functionaries shall have to perform or face the consequences as the things are not moving at the desired pace because of lackadaisical approach at various levels. "We need a strong and motivated work force to ensure that the fruits of development reach to every citizen of the state," she said and added the critical developmental issues have to be brought forward and addressed with motivation and fresh resolve. She said that good governance can be ensured only through a concerted effort by various stakeholders including political executive, legislators, bureaucracy, media and the people. Mehbooba said that the focus of her government includes infrastructure development in key sectors like road communication, drinking water, power, health, tourism, education and rural and urban development. She said at the same time the government will address the issues concerning youth, women, unemployed and young entrepreneurs. "We have to use talent, trade, tradition and technology to take the state to newer heights in development. There is a pressing need to put in place a wide-ranging strategy on tackling unemployment, which undoubtedly is one of the most dangerous time bombs ticking in the state. The government has already created a four-tier structure for Skill Development Mission to channelize the potential of the state's youth towards productive employment generation," said the chief minister. Seeking support for uprooting the menace of corruption, Mehbooba said that effective and efficient financial management with utmost priority towards transparency and accountability and judicious utilization of development fund would be her ultimate and prime agenda. She emphasized said that due attention needs to be paid towards power, agriculture, horticulture, tourism, health and education sectors. On the demand of the government employees that recommendations of 7th Pay Commission should be implemented in Jammu & Kashmir the chief minister said the government needs some more time to implement the recommendations. She said given the financial health of the state, the government employees shall have to wait for at least for two years for implementation of 7th Pay Commission recommendations. Mehbooba said that government has many issues on the fiscal front in the form of liabilities including around Rs. 20,000 crores missing General Provident Fund (GPF) money. She said the government is also working out a mechanism for the regularization of around 61,000 casual employees. |
