In cash starved JK, ministers, bureaucrats spend crores on tours, travelling

Srinagar, July 2: Politicians and government employees have withdrawn lakhs of rupees as travelling and other allowances for taking up tour/visits within and outside the state/country from 31-03-2014 till date.
The data available with "Early Times" reveals Additional Secretary in late Mufti Sayeed's Secretariat namely Masarat-ul-Islam withdraws Rs. 2.53 Lakhs on account of official purpose followed by Hashmat Ali Khan, Private Secretary/Special Secretary to CM who withdrew Rs. 2.04 Lakhs for the same purpose, Dr. Shabir Ahmed Sidiqui (Physician) claimed Rs. 1.47 lakhs, Principal Secretary to CM B B Vyas claimed Rs. 1.44 Lakhs, Sadat Hussain, Project Director/Special Assistance to CM claimed Rs. 1.36 Lakhs, Deputy Secretary Mohammad Ajaiz (IAS) claimed Rs. 1.21 Lakhs while, Secretary M H Malik claimed Rs. 1.33 Lakhs as Travelling Allowances while Qamar Ali Akhoon political advisor to former Chief Minister Omar Abdullah withdrew Rs. 1.23 lakhs on account of travelling allowance as compared to nil by the former CM who didn't withdrawn any TA during the said period.
Deputy Chief Minister Dr. Nirmal Singh has withdrawn Rs. 916449 as TA which include Rs. 696918 outside state and Rs. 219531 within the state which is in addition to use of 30% borne by the government on tour and travelling of the ministers using state chopper. S K Nayak, Principal Secretary to PDD has withdrawn Rs. 250860 TA outside state and Rs. 82399 within the state, Bashir Ahmed Khan, CE EM & RE Kashmir has withdrawn Rs. 210494 outside state and Rs. 359684 within state as TA, Asgar Ali Majaz Dev.Comm Power has withdrawn Rs. 154617 outside state and Rs. 5260 + Rs. 164737 within state as TA.
Overall Technical Education Department has withdrawn Rs. 4039038 and Rs. 1848701 on account of Travelling allowances on Minister and other officials, Hospitality and Protocol has withdrawn Rs. 158756 as TA, Minster Chiring Dorgey has withdrawn Rs. 509889 while Rs. 373979 have been withdrawn by his four secretaries posted with him during the said period.
Basharat Saleem (IAS) has withdrawn Rs. 138477 and Rs. 101945 as TA, Minister for I&C Chander Prakash Ganga has withdrawn Rs. 3.95 lakhs as TA while Khurshid Ahmed Ganie has withdrawn Rs. 4.50 Lakhs, overall Rs. 15.47 Lakhs and Rs. 5.76 Lakhs were spent by I&C Department on 156 tours. Transport department has withdrawn Rs. 134572, Rs. 512821 and Rs. 1418112 as TA for its employees, B R Sharma former Financial Commissioner and now Chief Secretary has withdrawn Rs. 594452 while he was posted in Planning Development and Monitoring Department, Ex Minister Ajay Sadotra has withdrawn Rs. 380434 as TA, SS Jamwal Director CSS Rs. 418259, Cultural Department has withdrawn Rs. 914889 as TA on its various employees, Rs. 4203449 has been withdrawn on account of expenditure on International Tours out of Publicity grants, in addition Tourism department has also spent Rs. 2568121 on tours of ministers and officials of the department, Minister Sajjad Gani Lone has withdrawn Rs. 256429 as TA, RDD Minister Abdul Haq Khan has withdrawn Rs. 345334 while his associate Shafqat Noor Barlas has withdrawn Rs. 316240 as TA, Minister Priya Sethi has withdrawn Rs. 793721, Ex R&B Minister Syed Mohammad Altaf Bukhari has withdrawn Rs. 3.71 Lakhs while his Deputy Sunil Kumar Sharma had withdrawn Rs. 4.79 Lakhs as TA, Principal Secretary Home R K Goel has withdrawn Rs. 376412 as TA, DGP K Rajendra Kumar has Withdrawn Rs. 906064 as TA followed by SP Vaid (Now DG Prison) who withdrew Rs. 558719, Agriculture Department spent Rs. 1195069 on Minster Ghulam Nabi Lone and Rs. 815577 on bureaucrats and Rs. 451983 on Chairman JKSABDK, CA&PD department spends Rs. 1997060 on its officials including Minister Zuliqar Ali has withdrawn Rs. 548450 as TA while former Minister Chowdhary Mohammad Ramzan has withdrawn Rs. 307360 as TA, Legal Metrology department spent Rs. 700985 on its officials as TA, Ex PHE Minister Sukhnandan Kumar has withdrawn Rs. 6.64 lakhs as TA, Ex Congress Minister Sham Lal Sharma had also withdrawn Rs. 3.39 Lakhs as TA, PHE department also withdrew Rs. 222542 and Rs. 344088 as TA on accounts of its officials. In addition to this PHE also withdrew Rs. 587171 as TA on the name its junior employees, Ex Education Minister and former Deputy CM Tara Chand had withdraw Rs. 537994 which include Rs 498606 as air travel fare, Commissioner Secretary Education Shaleen Kabra has withdrawn Rs. 358142 as TA, overall education department spent Rs. 2526166 as TA on its Ministers and officials including Rs. 254398 on current education Minister Naeem Akther and Ministry of Ladakh Affairs spent Rs. 49.07 lakhs including Rs. 42.02 within state and Rs. 7.05 outside state as TA on its various officials.
In addition to above facts and figures, amount worth crore was spent by the government on thousands of its employees as TA and the same is less then Rs. 1 lakh in majority of cases and is voluminous to point out the names of all those officials in the newspaper.
