Locals allege huge bungling, info denied | Shahadra Sharief Model Village! | | Early Times Report
Jammu, July 3: An information seeker has been moving from pillar to post to get the information under RTI Act about money spent on Shahadra Sharief Model village which is also abode of famous saint Baba Ghulam Shah Badshah (RA). Residents of Shahadra Sharief allege huge bungling during execution of works by Rural Development department. Information seeker sought details of last 5 years from the Assistant Commissioner Development (ACD) Rajouri . The ACD didn't provide the said details and the information seeker filed First Appeal before Director Rural Development Jammu against ACD Rajouri . After filing the appeal information seeker was shocked to know that appeal date had already elapsed when he got the letter by post asking him to appear for hearing at Director's office at Jammu. Details available with Early Times reveals that a Social Activist from Rajouri Mohamad Siddiq filed an application on April 30th 2016 under J&K RTI Act 2009 before ACD Rajouri seeking information about funds utilization in Shahadra Sharief model village from last 5 years with year wise expenditure details. The information was to be provided by ACD as expeditiously as possible but not after 30 days. Even after expiry of 30 days information was not dispatched to Mohammad Sidiq. Information seeker filed 1st appeal before First Appellate Authority (FAA) Director Rural Development Jammu on 15.5.2016 via speed post. On June 25th the Director Rural Development Jammu (FAA) directed the ACD Rajouri and appellant Mohammad Sidiq to appear for hearing at his Jammu office on June 27th 12 noon. " I am astonished to note that Director Rural Dev Jammu dispatched the letter on June 25th and asked me to appear for hearing on June 27th , how is this possible ? I received the letter on Saturday July 2nd . Had the officials of Rural Development Directorate Jammu been so sincere about disposal of my appeal , they could have rang me up as I had mentioned my cell number on the 1st appeal application" said Mohamad Sidiq while talking to Early Times. Pertinent to mention that in 2013 -14 an amount of Rs 30 lakhs were released for the Shahadara Sharief model village, but locals allege that no work has been executed on the ground by local BDO office. Model villages across state have been in news as majority of the works shown executed on papers has never been actually undertaken. Govt declared several a "Model Villages" more than a decade back and one such Model village was Muran village in Rajpora constituency of Pulwama district. For this village Rs 1.20 crore were approved in the first instance for the overall development . The step triggered public appreciation and residents were so happy that there was sloganeering for many days in favour of the administration. Under the Model Village initiative, works like solar lights, community centre, marriage hall, rural information centre, children's park, shopping complex, passenger sheds, entry gate, construction of concrete drains, electricity supply lines, water supply, etc. were to be taken up. But according to locals only a few 'non important' works were done including solar lights, a passenger shed, a community centre and a few lanes were developed but rest 'no real' development was done. Brenwar village in Charar I Sharief assembly constituency was also declared as Model village in 2005. The shopping complex and lavatory block constructed in the village were have never been thrown open by the Govt till date. |
