Govt tightens screws, wants babus to frame RFD or face action | | | Saqib Ahmad

SRINAGAR, Oct 3: After failing to prepare Results Framework Document for three years, the government has warned departmental heads to frame RFDs for 2016-2017 for evaluation of their performances or face action. The state government launched RFD in December 2012 which was aimed to judge the performance of departments and to bring transparency in the functioning of the government. Other states in India have been preparing RFDs annually to evaluate the performance of departments and it provides a summary of the most important results that a department expects to achieve in the future and same is being uploaded on departmental websites. In Jammu and Kashmir, directions were passed to administrative secretaries to prepare annual RFDs since the fiscal year 2013-2014. Despite these directions, sources said except few administrative secretaries, heads of departments didn't adhere the guidelines prompting government to issue fresh directions in this regard. "As per the guidelines, the administrative secretaries have to evaluate performance of their departments under RFD. But most of them has been least interested in preparing RFDs over the last three years," a senior official said. "The RFD was aimed at evaluating performance of these departments and to make planning about schemes and other developmental works. It also highlights the annual objectives of the department," the official said. Sources said Chief Minister Mehbooba Mufti recently in a meeting took a serious note over not preparing of RFDs by the departments. "The Chief Minister told the officials to prepare the RFD for 2016-2017 and same should be submitted to the government within the time framework as per the guidelines," sources privy to the meeting said. The departmental heads have been warned of taking action against them if they fail to prepare RFDs from the current financial year to evaluate their performances and to ensure transparency in running the departments. Sources said the officers told that they could not prepare RFDs in 2014-2015 due to floods and the state machinery was busy in conducting the assembly elections. They said the officials were also directed to show positive results in implementation of developmental works and make it sure proper utilization of funds. "The HODs were directed in the meeting to show positive results on the ground and their lackadaisical approach should not hit the developmental works of the state and accordingly RFDs should be framed," sources said. It has been learnt that many DCs and HODs in some departments have failed to utilize the allotted funds resulting the funds under various centrally sponsored schemes have been halted. It has also been seen that some of these officials did not submit the utilization certificates of various developmental working owing which there has been delay in releasing of funds. |
