Kashmir unrest delays confirmation of 43000 casual labourers | File gathers dust in secretariat, babus give a damn | | Early Times Report SRINAGAR, Oct 3: Around 3 months of unrest in Jammu and Kashmir has put the plight of thousands of daily wagers in limbo who were awaiting confirmation after working for years in different government departments here. The file pertaining to the subject is gathering dust at Civil Secretariat with sources divulging that the matter was hushed up by the authorities as priorities changed since the onset of unrest in Kashmir after July 8. "There hasn't been any progress made in the file. It was earlier discussed at threadbare and even departments had submitted the relevant data needed for the further process," says an official who wished not to be named. Sources revealed further that the budget provisions for the entire process of regularising daily rated employees in Jammu and Kashmir were finalised. However, with tensions simmering and restoration of law and order turning out to be government's top most priority. The file that would have decided the fate of no less than 40 thousand daily wagers has been left unattended. Pertinently, the government vide order number 65-F of 2016, dated 03-03-2016, in pursuance to state administrative council decision, a committee of officers has been constituted to look into the extent/ magnitude of problems relating to the casual workers i.e financial, legal and administrative that may arise in regularisation of such employees and to work out an appropriate policy that would outline all possible options in this regard. Later, vide cabinet decision No: 18/02/2016 dated: 27-04-2016, it was ordered to carry out Aadhaar based biometric identification of these works through an institutional mechanism. Furthermore, a committee under the chairmanship of the Chief Secretary has been constituted to achieve the objective vide Government order No: 126-F of 2016, dated: 28-04-2016. It is pertinent to mention here that the state government approved engagement of 43000 casual/ seasonal labourers in different departments vide Government order No: 105-PD of 2010, dated: 25-10-2010 as per the department- wise breakup of numbers of CSL available at that time. Meanwhile, it was informed by credible sources within the dispensation that the relevant information of the daily rated employees has been submitted by almost all the departments in the civil secretariat and that the casual workers were pinning hopes on the government for end of their plight. "We were assured even at the time of budget session that we will be regularized. Till date there hasn't been a single day when we haven't enquired about the status of the file. What we have got in return is a mere disappointment," says Ajaz Ahmad, a daily rated employee in PHE. He says that even the engineers didn't report to their places of posting during the unrest but he along with other daily rated employees did. "We made sure that people do not face any hardships during the unrest period but the government seems to be least concerned about our plight and hardships. The fact is that there are several daily rated employees who haven't got their wages since March 2015," Ajaz said. |
