Rajouri, Oct 3: Before his retirement , the Director Health Services (DHS) Jammu had allegedly made bulk of transfers of Paramedical staff including few public health nurses which don't fall under his jurisdiction.
He has also transferred some employees whose postings were against their job functioning and descriptions.
For example vide his order No.DHS-J/Es-2/230/6209-10 dt 6/9/16 he has appointed a Head Pharmacist from Community Health Centre at Kandi ( in Rajouri distt) as Team Leader of BCG team at District Tuberculosis.
Taking serious note of the interference of DHS, Jammu in the functioning of Directorate of Family Welfare, Director Family Welfare has declared null & void one such order of attachment issued by the DHS, Jammu in favor of Neena Sharma, in-charge Public Health Nurse at ANMT, school at Rajouri.
In the month of April vide Director Family Welfare order No.251/16 dt 7/4/2016 Neena Sharma, junior nurse was placed as in-charge public health nurse at ANMT school at Rajouri.
After few days i.e on 23,April Neena Sharma managed her attachment at ANMT, Gandhi Nagar vide Director Family Welfare, Jammu (DFW) office order No.DFW/JK/Est/FMPHW/16/700/ 1688-90 dt 23/4/16.
Sources said that in the month of September Minister for Health & Higher Medical Education ordered to cancel all the attachments in the Directorate of Family Welfare and vide his office circular No. DFW/JK/Est.cir/04/1007908 dt 21/9/16 , Director cancelled all the attachment and accordingly Neena Sharma was also asked to join at Rajouri.
But instead joining at Rajouri, Neena Sharma again managed her attachment order at ANMT, Gandhi Nagar ,Jammu from the outgoing Director Health Services vide his office order No.DHS/J/ES.09?PHN/7071-73 dt 23/9/16.
Taking serious note of interference in his Directorate by DHS,Jammu, Director Family Welfare vide his office order No DFW/JK/Est-PHN/8217-23 dt 3/10/16 has declared the attachment order issued by Director Health Services (Dr Baljeet Pathania, now retired) , Jammu in favor of in-charge Nurse as null & void.
He also directed Deputy CMO, Rajouri that she can take her legitimate claim only after she works at her substantive posting in Rajouri district. He also directed Deputy CMO not to draw her pay due in case she failed to join at ANMT at Rajouri. |
