Srinagar, Feb 2: : A day after Early Times exposed a scam in tax collection post (Chungi) allotment in central Kashmir's Ganderbal district, file carrying last year's Chungi agreement was found missing from office lockers of the Municipal Committee Ganderbal (MCG) today, following which Police registered a FIR and three MCG employees were placed under suspension.
Sources told Early Times as soon as the MCG employees entered into the office this morning they found doors and lockers open. One locker in which agreement document of Chungi allotment of last year had been kept was found broken and file was missing.
On duty Chowkidar while talking to Early Times said that some unknown persons had opened the office during night and took away one file carrying the agreement document of Chungi allotments of last year.
"I immediately informed the Police after I found one locker broken. I informed Deputy Commissioner as well," he added.
"Three MCG employees have been suspended. I hope higher ups will order a time bound enquiry into the incident," said Executive officer, MCG, AneesChowdhry.
The former Executive officer of Ganderbal, Shafkat Ali presently posted in the office of Director Urban Local bodies while talking to Early Times admitted that Chungi was allotted to the contractor without signing mandatory agreement. "The contractor refused to pay bid money of Rs one Crore, two lakhs at once. He (contractor) also gave fraud cheques to the officials."
According to credible sources two employees posted in MCG have complete knowledge of the Chungi allotment fraud while as three employees who were suspended today are working on Chowkidar posts and are innocent in all respects.
They said that some noted employees posted are equally responsible for illegal recruitments done by the former executive officers during previous years and selling revenue assets of the Municipal Committee Ganderbal at throw away price.
The Station House officer (SHO) Ganderbal, Asif Iqbal said FIR number 16/2015 under section 457,380 was registered in one file missing case of Municipal Committee Ganderbal today and investigation in the matter was taken up immediately.
Pertinently, on Sunday, February 1, Early Times had carried a news story "Scams Involving Former Executive Officer Creates Ripples" and had exposed the Chungi scam. Sources had alleged that former Executive officer of the Municipal Committee Ganderbal Shafkat Ali presently posted in the office of the Director urban local Bodies had violated all the rules last year and allotted the tax collection posts (Chungi) to one contractor Mohammad Amin against the bid of Rs one crore, two lakhs for a period of ten months without signing any required government agreement with the contractor about time period, way of working, rate schedule and modes of payment.
Sources said the contractor was initially allotted the Chungis without depositing the bid money however when the nexus between the contractor and the said executive officer surfaced the contractor said that he would pay mandatory bid amount of Rs one crore, two lakhs in installments but again while enjoying influential patronage of the officials concerned he only deposited Rs 44 lakhs in threeinstallments out of total one crore, two lakhs and refused to pay remaining out of Rs 58 lakhs which is pending with him till date.
According to sources Shafkat Ali after selling revenue assets of Ganderbal Municipal committee for peanuts got himself transferred to Awantipora, however when voice within the department was raised against the wrong doings of Shakat Ali the Director Urban Local bodies instead of taking any action against Shafkat posted him in his own office. Admitting all fraudulent measures carried out by Shafkat Ali during his tenure in Ganderbal as executive officer, present Incharge Executive office Muncipal Committee Ganderbal, Anees Chowdhry while talking to Early Times had said, "Not only Chungi system had been allotted to the contractor illegally without signing mandatory document of agreement and collecting bid money of Rs one crore, two lakhs but backdoor recruitments were also made by the former executive officers posted in the department." "I have taken back Chungi system from the contractor and now my employees will run the system as he (contractor) refused to pay pending money of Rs 58 lakhs, it has been allotted to him illegally, I have already informed my Director and DC Ganderbal. I have previously worked here but unfortunately today I can see around 125 people illegally recruited here who were not here a few years ago ." Anees added. Locals alleged the influential officers posted over the years in Municipal committee Ganderbal not only sold revenue assets of Ganderbal but also increased unemployment rate in the area by illegally recruiting "illiterate and ineligible" instead of deserving educated candidates .
