SHRC still lifeless, HR violation cases pile up to 850 | | | Bivek Mathur

Jammu, Feb 2: With reconstitution of the State Human Rights Commission (SHRC) likely to be delayed at least till the new dispensation takes reins of the state, pendency of case pertaining to violation of Human Rights in the state has reached a whopping 850. As per sources, the pendency of cases with the Jammu Bench of the Commission is over 350 whereas the same in Kashmir valley is over 500 cases. Sources further said that majority of the cases registered with Jammu Bench as well as the Head office Kashmir are of Police harassment, cases against revenue officials and hospital administration for their failure to provide treatment to the needy patients. On June 28, 2014, the only two members left with the commission including Sardar Amolak Singh and the then acting Chairman Rafiq Fida Hussain retired from the Commission after completion of their tenure and since then all the five posts of members and the post of the Chairman are lying vacant rendering the Commission literally dead. Secretary Law Department, Jammu and Kashmir Ashraf Mir when contacted said that fate of SHRC will remain the same until the new dispensation is formed in Jammu and Kashmir as the appointing committee for the members and Chairman is headed by Chief Minister himself and comprises Minister of Home, Leader of opposition, Speaker, Chairman of LC and the Deputy Speaker of the LA. Earlier, in the tenure of former Chief Minister Omar Abdullah, the appointment of Chairperson and members was delayed due to infighting in the coalition as both NC and Congress wanted their favorites to be accommodated on these coveted posts.
