93 ReT Panels pending in Kishtwar, Hamper functioning of schools | | | Asif Iqbal Naik
Early Times Report Kishtwar, Feb 2: As the new education session in Kishtwar District is about to begin within a couple of weeks after winter break comes to end, the functioning of government schools in rural areas of the District facing shortage of staff are likely to hit further low as the education department fails to clear 93 panels on account of making fresh appointments of Rehaber-e-Taleem (ReTs) pending in various educational zones of Kishtwar District, CEO Office and in courts. As per the details available with Early Times, there are 93 ReT appointment panels pending in the District; many of them since last over one year. There are 33 ReTs panels pending in eight education zones of the district which include Inderwal 6, Kishtwar 8, Marwah 1, Warwan 3, Nagsini 6, Padder 3 and Drabshala 6, while 44 panels are pending in various zones due to court cases and 16 panels are pending before the District screening committee constituted by Chief Education Officer Kishtwar. In order to expedite the process of clearance of ReT panels with transparency and to avoid court cases, CEO Kishtwar Javed Ahmed Kichloo vide order No. CEO/K/14/22249-55 dated 2-1-2015 constituted four member committee comprises of senior most HOD DIET Kishtwar, Principal HSS Boys Kishtwar, ZEOs of concern education zone and a retired ZEO Ghulam Qadir Butt. CEO Kishtwar in his order directed the committee to hold regular meeting fortnightly for clearing the ReT panels before they are forwarded to higher authorities for further disposal, but more than one month has passed since the committee has been framed, no panel has been cleared. CEO Kishtwar in another order issued by him has directed all the ZEOs not to submit the panel directly in his office and made it mandatory for ZEOs to clear the panel through four member committee before submitting it in the office of CEO Kishtwar."In view of the various representations received from various quarters and the litigations being faced by the department for non implementation of the guide lines by Zonal level Officers, you (ZEOs) are hereby directed not to pass on any kind of panel to this office unless and until the same may not be finalized by the committee" read CEO Kishtwar order No. CEO/K/Plg/15/22207-17 dated 1-1-2015. CEO also warned strict action against those officials who will deviate from the guidelines set by the government. Meanwhile several aspirants who had applied for the ReT posts in rural areas while talking to "Early times" demanded inclusion of local representatives at Zonal level in four member committee constituted by the CEO Kishtwar, added that it is impossible for single representative to reach out in all education zones of the District spread over vast area, majority of which are without road connectivity. They also demanded early clearance as well as appointments against all the pending 93 panels. |
