Adhocism, favouritism rules roost in Health department

BARAMULLA, Feb 2: The seniority list of gazetted officers in Health and Medical Education Department shows that there are only few Chief Medical Officers (CMOs) and Block Medical Officers (BMOs) in the state. At the same time the seniority list was kept aside in posting of Deputy CMO, Baramulla.
Sources said that the seniority list which shows that Dr. Mohammad Ramzan is at serial number 737 was preferred as Dy CMO for Baramulla ahead of Dr. Shabir Ahmad Pathan whose is at serial number 373. Dr Shabir who was BMO Zachaldara was replaced with Dr. Ramzan presently Dy CMO Baramulla and Dr. Pathan was transferred to BMO Sheeri.
At the same time Dr. Ghulam Mohammad Chuloo, District Tuberculosis Officer (DTO) Srinagar was transferred and posted as CMO Baramulla vide order no 579-HME of 2014 dated 17/10/2014, but he too was asked to report at Directorate Health Services Kashmir after two hours of his joining as CMO.
Sources said that same was done in order to facilitate Deputy Director, Dr. Abdul Karim to continue to utilize his services as CMO Baramulla besides his own posting.
After 25 days, Dr. Ramzan was given so called promotions as Dy CMO Baramulla, whereas matter of the fact is that the senior doctors ran from pillar to post to register their protest against the violation of norms set by the government, which has proved itself a high degree of nepotism in the system, sources alleged.
Sources said that there are number of doctors who have joined on the same date however their seniority is being considered according to the DOBs, where as it was not made mandatory for the post of Dy CMO Baramulla.
"We fail to understand that why government has preferred adhocisim in posting of Chief Medical Officer Baramulla also. Deputy Director Health Services, Dr Abdul Karim is holding additional charge of CMO Baramulla despite having various senior most deserving doctors available in the department," sources said.
Sources said that the government should order for probe into the matter and also see for themselves that Director Health Services, Dr Saleem-ur-Rehman is also a junior most doctor for the position of Director Health Services, Kashmir.
It is pertinent to mention here that on public demand of Baramulla district CMO Bandipora, Dr. G.M Dar was transferred and posted as CMO Baramulla vide Govt Order No: 446/HME of 2014 dated 28/7/2014, but surprisingly before joining he was attached to Directorate of Health Services Kashmir on unnecessary reasons and Dy Director Health Services was assigned Additional charges of CMO Baramulla vide Govt Order no: 450/HME of 204 dated 31/6/2014.
