Mobile, Seasonal Schools in Pirpanchal highlands defunct | | | Early Times Report
Srinagar Aug 16: The Mobile Schools in Pirpanchal pastures of Budgam district are defunct from the last three months as the concerned teachers are not turning up for their official duties. This has led to severe educational crises among the children from tribal communities of Gujjars and Bakerwals. Details available with Early Times reveal that Mobile school teachers who accompany the tribal Bakerwals are seen nowhere in the meadows and highland pastures of Budgam like Domail , Ashtar , Diskhal etc . These areas are located across Lohran and other areas of Noorpur in Poonch district. The said pastures are visited by hundreds of people from nomadic Bakerwals from June to October. The Bakerwals from Rajouri area who come along with their sheep and cattle to other side of Pirpanchal in Kashmir valley adjoining Poonch area allege that the mobile schools meant for nomadic children are defunct due to absence of mobile teachers. The details also reveal that students who are enrolled in seasonal schools across the valley also face acute shortage of tents and this has lead to serious problems which includes students and educational volunteers remaining absent from their classes. Most of the mobile schools in Kupwara, Budgam , Baramulla and other districts according to reports have no tents available with them . As the mobile and seasonal schools have shifted to higher reaches due to migration of the Gujjar and Bakerwal , the teachers who teach in these schools are making rounds in their respective zone offices requesting them to provide the tents to these schools. According to an official who works in Zonal Education Office Chadoora Budgam said that their office has not been provided with tents from the last couple of years and that is why they are helpless. The mobile schools in Yusmarg, Doodh Pathree , Kellar and other areas of Budgam and Shopian are worst affected schools as these schools have not been provided with tents from the last several years. "We appeal the Education Minister to come to the rescue of our poor children. We are also human beings and if the mobile schools don't have good infrastructure how can our children get their education" said Mohammad Yousuf a parent from Mujpathree Budgam. Pertinent to mention that in order to provide basic education to the children of the migratory Gujjars , Bakerwals , Shepherds etc the J&K Government envisaged a scheme in late 1970's called Mobile Schools which are exclusively meant from Bakerwals and Gujjars. After the onset of armed struggle in 1990's the mobile schools in J&K could not function for more than 10 years because of the heavy presence of security forces and militants in the forest areas and it was during the PDP - Congress coalition Government (2002-2008) the Mobile Seasonal schools were again set up in different hilly districts of J&K . At present such schools are operational in Poonch, Rajouri, Doda, Budgam, Shopian, Kupwara, Baramulla, Kargil and few other districts of the State. Nearly 40,000 plus students are enrolled in these schools. In addition to mobile schools, there are dozens of seasonal schools across the state and every year Government seeks services of more than 1000 Educational Volunteers (Teachers) for taking care of these schools and to provide quality education to the nomadic children, but due to absence of educational volunteers as well as mobile teachers in the seasonal as well as mobile schools the children from Gujjar and Bakerwal community are the direct victims. |
