Did Govt. undermine SAC's 2012 notice? | Conferring Ministerial status to Board heads | | Peerzada Ummer Early Times Report Srinagar, Aug 16: By according MoS status to Nayeema Ahmad Mehjoor and three others, the state government is itself undermining the notice issued by the State Accountability Commission (SAC) wherein it had questioned the legality of conferring the status of a Minister of State to Board heads and others in the year 2012. The SAC on February 17, 2012 had issued notices to the Chief Minister's Office and heads of various boards to explain under what rules Chief Minister's political advisors and board heads were conferred ministerial status. The Commission had observed that conferring ministerial status was seen as undue favor to the politicians at the cost of the public exchequer. The politicians enjoying ministerial status at that time included Mubarak Gul, then Advisor to the Chief Minister, Devender Singh Rana, then Political Advisor to the Chief Minister; Mushtaq Ahmad Shah (Bukhari), then Vice Chairman J&K State Advisory Board for Development of Pahari Speaking People, Choudhary Bashir Ahmad Naz, then Vice Chairman J&K State Advisory Board for Development of Gujjars and Bakerwals; Rachpal Singh, then Vice Chairman J&K State Advisory Board for Development of Kissans; Kuldeep Raj Verma, Vice Chairman J&K State Advisory Board for the Welfare and Development of Other Backward Classes; Swarn Lata, Vice Chairperson J&K State Advisory Board for Development of Scheduled Castes and Shamima Firdous, Chairperson, J&K State Commission for Women. At that time it was nonetheless the PDP chief Mehbooba Mufti who had hailed the action taken by the SAC. Mehboba at that time while trainings guns against the National Conference had accused it of considering Jammu and Kashmir as its 'private property.' But what is raising many an eye brows in Jammu and Kashmir is the fact that at present, the government seems to be contradicting its own stand which it took earlier. On August 13, this year, the state dispensation conferred MoS status on four persons who were made the heads of various boards. Choudhary Zafar Ali of village Bidhar, tehsil Larnoo of district Anantnag was appointed as the Vice-Chairman, J&K State Advisory Board for Development of Gujjars and Bakerwals with the status of a Minister of State. Bhushan lal Dogra of R S Pura, Jammu was appointed as Vice-Chairperson, J&K State Advisory Board for Scheduled Castes with the status of a Minister of State. Kuldeep Raj Gupta of Rajouri was appointed as Vice-Chairperson, J&K State Advisory Board for Development of Pahari Speaking People with the status of a Minister of State. The Government further ordered that Nayeema Ahmad Mahjoor, chairperson, J&K State Commission for Women, shall also have the status of a Minister of State. Meanwhile sources revealed that the notice issued by the SAC earlier was not taken into account while according the MoS status to Choudhary, Dogra, Gupta and Nayeema Mehjoor. "Though the high court in March 2012 had stayed the proceedings but the fact remains that the issue is pending before the SAC despite being defunct for years," sources said. |
