Health deptt, SVO fail to file objections in GDC Srinagar case | | | Jehangir Rashid Early Times Report
SRINAGAR, Jan 5: The Health and Medical Education department headed by Chaudhary Lal Singh has failed to appeal objections to the plea admitted by Principal Government Dental College (GDC), Srinagar Dr. Riyaz Farooq in a court while seeking his placement as full time Principal of Dental College, Srinagar. This is despite the fact that Dr. Riyaz's role has already been established beyond doubt by State Vigilance Organization (SVO) in a scam at GDC Srinagar and GDC Jammu some years back. After being indicted in the multi-purchase scandal at GDC Srinagar and GDC Jammu, Dr. Riyaz had gone to court in order to seek relief. Interestingly, the court admitted his plea in very first appeal and gave some relief to the incumbent Principal GDC, Srinagar. The court also asked the respondents to file objections in the case. However, despite the tall claims of state government that it is serious in weeding out the 'deadwood' from the system, no objection whatsoever has been filed by Health and Medical Education department. At the same time the SVO has also failed to file the objections. As such Dr. Riyaz continues to be caretaker Principal of GDC Srinagar. The 'tainted' Principal of GDC Srinagar is using all his power and means as well to get confirmed as full time Principal. However, the non-issuance of No Objection Certificate by SVO has dented his chances as such he continues to be caretaker Principal of GDC Srinagar. Dr. Riyaz was appointed as caretaker Principal GDC Srinagar 11 years ago and he continues to hold the same position. It would be in place to mention here that SVO had written to General Administration Department (GAD) to either suspend Dr. Riyaz or attach him since prima facie it was established that he has resorted to 'unfair' practice while making purchases of some equipment for GDC Srinagar and GDC Jammu. "The SVO had wrote a letter to General Administration Department (GAD) and asked the department to take 'punitive' action against Dr. Riyaz since a First Information Report (FIR) stands registered against him in the multi-crore purchase scandal that surfaced at GDC Srinagar and GDC Jammu," said sources. The sources said that SVO mentioned in the letter that Principal GDC, Srinagar is harassing the witnesses in the case that stands registered against him. Through the letter the Vigilance Organization recommended to GAD that Dr. Riyaz should be removed from his present position without any further delay, said sources. The SVO registered a case against Dr. Riyaz after it was established that he had purchased medical equipment for GDC Srinagar and GDC Jammu at exorbitant rates thus causing loss in crores of rupees to the state ex-chequer. "Dr. Riyaz was Associate Professor at the time of being appointed as Principal GDC Srinagar. His placement as Principal was unique in the sense that despite being Associate Professor he was asked to head the GDC Srinagar and continues to do the same," said sources. Sources said that Dr. Riyaz had gone to the court in the early days of his career after he was not selected by Public Service Commission (PSC) for the post of lecturer at GDC Srinagar. He got relief from the court and as such got selected as lecturer at Government Dental College, Srinagar, said sources. "During his professional career so far Dr. Riyaz has never faced any interview or examination from the PSC. He has knocked at the doors of judiciary whenever he has landed in trouble. His appointment was controversial and during his 11 years stint as Principal GDC Srinagar he has been involved in various embezzlements and scams," said sources. Sources said that since Dr. Riyaz is yet to be confirmed as the Principal of GDC Srinagar he should have been attached with Health and Medical Education department or suspended from the service pending enquiry in the case registered against him. However, nothing of that sort has happened with Dr. Riyaz continuing to head GDC Srinagar. |
