'Correction' in previous orders goes murkier as PDD transfers XEns prematurely | | | Early Times Report
Srinagar, Jan 5: Things seem to be going from bad to worse in the Power Development Department, at-least if the transfer orders of the Executive Engineers are taken into consideration. Reasons: In a bid to "rectify" errors in the previous transfer orders issued four months ago, the PDD has resorted to favouritism as 50 percent of the officials have been transferred "prematurely". In the transfers orders issued in August 2015, the PDD had erroneously transferred multiple officials to one place to posting while some retired officials were allotted new place of posting. Prompted by Early Times reports which exposed the errors, the PDD issued fresh transfer orders. But the new orders are "murkier" than the previous. As per the new transfer orders , issued by Commissioner Secretary PDD Dheeraj Gupta on December 16, 2015, a copy of which lies with Early Times, ten Executive Engineers have been transferred. But five of them have been transferred prematurely, within four months of their posting. XEn Ajiaz Ahmed Dar, who in August this year, was transferred to Jammu "against his wishes" has been given a favorable posting in Srinagar. Likewise Muhammad Yousuf Baba, who had been posted to Electrical Division Shopian, has been brought back to Srinagar as "Technical Officer to DCP." Joginder Singh, who was four months posted as "Technical Officer to DCP" in Srinagar has been transferred to Electrical Division Baramulla. Likewise Muneeb Ahmed who was given charge of Electrical Division II in Srinagar has been transferred to Upper Sindh Hydel Project. Muneeb Ahmed has already accused a Minister from PDP of getting him prematurely transferred for having declined to accept his "diktat" of 700 electric poles for his constituency. The other transfers are equally shady where "favouritism played its role". Sources said the transfers done in the garb of correction of the previous orders have been done on account of "sheer favouritism." "These officers have been transferred in violation of the transfer policy whereby mature stay has to be of two years. Anyone transferred before the said tenure is seen as case of favoritism or victimization," said a senior PDD official. Insiders said most of the influential officials who were not satisfied with postings given to them in August had been doing the rounds of Civil Secretariat and were exploring every influence to get a favorable posting. "Finally their dreams have come true," the insiders said adding "in the process some upright officials got targeted." Sources said the issue was being picked up with the Jammu and Kashmir Graduate Electrical Engineers Association, the apex body of PDD engineers. Given the large scale "bungling" in the transfer orders, a rights group in Kashmir has already decided to file a petition with the Prime Minister's Office. "We want to show Narendra Modi that the BJP's claims of clean government have proved a hoax in J&K," said the convener of the rights group. In August, 2015, the PDD's main office in Civil Secretariat Srinagar had issued orders for the postings and transfers of Executive Engineers and the Superintending Engineers of the department wherein two Executive Engineers were transferred to the same place of posting. Also, an Executive Engineer who has retired from services, around five years ago, was shown posted to a news office. Senior official in the Civil Secretariat had been saying the corrections were awaited as the Minister and the MoS were yet to give details of which officer needs to be transferred where. Though the "corrections" have finally been made, they hint at alleged favoritism again. A senior official admitted that some transfers were premature. "But the transfers were decided on the recommendations of ministers," he said, pleading anonymity. Despite repeated attempts the Power Minister and the concerned Commissioner Secretary PDD could not be contacted for comments. |
