Growing public outcry as Ministers skip Secretariat

JAMMU, Jan 5: As Chief Minister is indisposed and undergoing treatment in All India Institute of Medical Sciences New Delhi for last over 10 days the ministers also skip the Civil Secretariat and remain busy in touring their constituencies or tours to New Delhi or other places.
This has generated a lot of public outcry as the people visiting Civil Secretariat daily for pursuing their routine works and files return without any result in the evening.
Most affected are those people who come from Kashmir Valley or far-flung areas of Jammu region like Kishtwar, Doda, Reasi, Poonch, Rajouri and Kathua districts. Such people who have to hire the hotel rooms in Jammu for getting their cases pursued in Civil Secretariat feel totally disgusted when they see that concerned ministers are not in the Civil Secretariat.
Yesterday except a MoS all ministers were not present in Civil Secretariat which generated a lot of resentment from the visitors coming from different parts of State to pursue their files. Even the legislators have also expressed their concern over the role of ministers who often remain absent from Secretariat and have almost skipped it during last ten days after the CM has been admitted in the AIIMS.
Sources said some MLAs while taking a serious note of the same have decided to take up the issue with BJP leadership in Delhi saying with the absence of ministers from Secretariat the official work has also suffered a lot over these days.
Even some opposition legislators have also joined the issue with them who said this shows the unconcern of the coalition towards the people's problems.
In the absence of Chief Minister, Deputy CM has to take the responsibility and ensure that official function runs smoothly, said Rashpal Singh who was pursuing a file pertaining to construction of road in the area.
He said he has made many rounds to Civil Secretariat for last one week but to no avail as file is pending. Same were the views of Basharat Ahmed a youth from Bhalesa Doda.
He said that he along with a deputation of five members form the village are putting up here to get the file cleared in CAPD Department but every time they come the Civil Secretariat they have to return empty hands as officials say the concerned officer is out or minister is out.
First people are not allowed to enter upto 2pm and alter for remaining two hours either ministers or officials are not available, he said, adding we are putting up a hotel here and have to pay a hefty sum as rent but whom we will tell our case and who will hear it.
He said the ministers were duty bound to be in Civil Secretariat and pursue peoples files there which they don't especially after CM was admitted in AIIMS. In absence of CM the Ministers should have taken more care of peoples grievances and cleared the pending files but they don't, he added.
