SRINAGAR, Jan 5: The Minister for Rural Development and Panchayati Raj, Abdul Haq today asserted that priority of the Government is to make Jammu and Kashmir state free from open defecation by 2019. The very fact that the people in Jammu Kashmir defecate in the open reflects the progress we have made. If the people need to be told about the importance of cleanliness in 21st century , it proves the politicians, bureaucrats, the clergy and the civil society has failed the hapless people. But as they say it is never too late to make amends, the Government can take up the job of constructing latrines on a war footing basis. The funds have been provided, or shall be provided by the Government of India under Swach Bharat Abhiyan. It has been observed that the State Government is lethargic enough to utilize the funds in specified time provided by the government of India under centrally sponsored schemes. But constructing a latrine is not a difficult job. It is not as difficult as making a rocket. It does not need special expertise and can be done within time if he concerned minister so wishes. This is the real test for him. If a person cannot construct latrines, he cannot be entrusted serious jobs. |
