Barbed border fence needed to check ingress of terrorists in Punjab

If Army and BSF claim that ingress of
militants from across the LoC and the
IB in Jammu and Kashmir has declined by over 80 per cent during the last over one decade it is mainly due to the result of upgraded border management, especially as a result of fenced border. It is not only the fenced border but the installation of other sophisticated gadgets including sensors which help border troops to monitor the movement of militants across the border. Once the movement of militants is monitored, security measures are tightened and this arrangement is said to have enabled the Indian border guards to foil over 90 per cent ingress bids. And it is not only in Jammu and Kashmir but in other states neighbouring Pakistan border that eight feet tall fence has been constructed on the border. This is the only way to check infiltration of militants when the border with Pakistan is dotted with ravines, mountain slopes and streams. Without the border fence, it will not be possible for Army and BSF to raise a human wall on the entire border to check ingress of militants.
India shares 3,323 km (including Line of Control in J&K) of its land border with Pakistan. This border runs along the states of Gujarat, Rajasthan, Punjab and Jammu & Kashmir. The Indo-Pakistan border has varied terrain and distinct geographical features. This border is characterized by attempts at infiltration by terrorists and smuggling of arms, ammunition and contraband, the LOC being the most active and live portion of the border. India fenced and flood-lit 461 kms of Punjab's border with Pakistan from 1988 to 1993. The 1,048 km Rajasthan- Pakistan border was fenced and flood- lit by 1999. "Due to this, terrorism and other anti- national acts from across the border have been checked," says a Parliamentary Standing Committee report on Border Fencing. Reports said that the border belt in Pathankot and adjoining areas continues to be vulnerable to infiltration of militants from across Pakistan. This is what has happened during the last three years when groups of terrorists sneaked into the Indian territory and carried out armed and bomb attacks on police stations and army pickets. The latest major incident has taken place in the Air Force base at Pathankot where seven security personnel lost their lives in fighting the terrorists and the operation lasted for about 60 hours in which six terrorists were killed.
The Home Ministry has directed BSF, which guards the international border with Pakistan, to submit a report on the breach by militants who sneaked into India and carried out attack in Pathankot.Taking strong exception to the breach of the border, the Home Ministry asked the BSF to explain how heavily armed terrorists could enter India from across the border to carry out mayhem, official sources said. There have been several breaches along the IB in recent past, including one in July when three heavily armed terrorists entered Gurdaspur and killed seven people, including a Superintendent of Police. Whatever maybe the reason for the lapse but the Government of India in general and the Union Home Ministry in particular should heed to the suggestion dished out by the Deputy Chief Minister, Sukhbir Singh Badal. Badal has favoured raising of tall barbed wire fence on the border with Pakistan in Pathankot and its adjoining areas on the pattern of the fence raised on LoC and the IB in Jammu and Kashmir. He has also suggested deployment of additional companies of BSF on the border belt in Pathankot-Gurdaspur so that the entire border management and grid was upgraded. It is better not to explore the lapses committed by the border guards but review the border scene and find out a mechanism for preventing Pakistan-trained terrorists from sneaking into the Indian territory in Punjab. Let the experiment conducted in Jammu and Kashmir be carried out on IB in Punjab.
