PHE fails to converge NRDWP with other schemes | | | Arun Singh

Jammu, Jan 13: Notwithstanding the clear guidelines of National Rural Drinking Water Programme (NRDWP) to converge the scheme with other centrally sponsored programmes for the extensive coverage of rural areas, Public Health Engineering (PHE) Department is yet to follow the recommendations. Sources told Early Times that as per the programme guidelines, PHE department was asked to provide information about the activities under NRDWP which could be converged with other schemes like National Rural Health Mission (NRHM) and Mahatma Gandhi National Rural Employment Guarantee Services (MGNREGS) to make it more effective for the people, but no convergence with other schemes was implemented by the state government. "Had the guidelines been followed, the labour cost of any recharging system/surface water impounding structures would have been met from MGNREGS/ IWDP funds. Similarly, the labour component of de-silting of ponds was also to be met from MGNREGS funds," sources said. Sources said the state was required to register the activities to be considered for convergence under MGNREGS in the shelf of projects at the district level every year so that the activities could be included in the subsequent action plan. The convergence with NRHM for testing water quality (biological parameters) at Primary Health Centres was also to be considered, the sources informed. "Astonishingly, no convergence with other programmes/ schemes has been done by the state government to help the department in carrying out water tests in PHCs under NRHM and utilizing the services of labours for execution of the schemes under MGNREGS," sources said. |
