Stone crushers, hot/wet mix plants operate illegally | | | Akshay Azad Early Times Report JAMMU, Jan 13: In an environmentally fragile State like Jammu and Kashmir, majority of stone crushers and hot/wet mixing plants are reportedly operating illegally under the nose of authorities who have deliberately turned a blind eye to such grave violations. Sources informed Early Times that the department of Industries and Commerce Civil Secretariat had forwarded a communique to district administrations vide Government order number 104/Industries of 2015 dated 14/7/2015 in which it was mentioned that most of stone crushers were operating illegally across State. "In the said Government order, regarding guidelines for registration and operation of stone Crushers and Hot/Wet mixing plants, it was also explicitly written that a number of stone crushers in the State are operating illegally without proper authorization and clearances including the clearance from the State Pollution Control Board", sources said, giving reference of the order. The sources further said that in the same order it was also written that it had been observed that in certain cases the stone crushers were located within the Nallah beds or on Kahcharai/State land. The non-serious attitude of administration could be gauged from the fact that stone crushers have been causing environmental/ ecological degradation, if not located appropriately, could even be hazardous to human health and safety due to inappropriate location and failure to install the pollution control devices and adherence to norms and procedure but so far no action has been taken against these illegal entities after the lapse of nearly five months since the communique. As per norms and guidelines of PCB, there should be three rows of broad leaves trees encircling the stone crushing units, besides there should be water sprinklers to reduce the emission of dust particles, besides the queried material must be covered in sheds, but in State there was rampant violation of such norms besides the PCB authorities, kept mum over the issued due to reasons best known to them. Sources further said that the High Court had also in the month of July, 2015 asked the State Government to formulate the policy for setting up of stone crusher units but so far the policy has not been formulated, exposing the non-serious approach. |
