AE replaces XEn, clerk looking after job of JE Corruption ruling roost in ULB Kashmir 1/13/2016 11:41:29 PM Avinash Azad Early Times Report Jammu, Jan 13: Throwing rule books into bin, the directorate of urban local bodies Kashmir, the showered junior officials with top posts, as Assistant Engineer discharging duties of Executive Engineer. Well placed source in the department informed Early Times, though the department has adequate number of executive engineer, but to discharge the job, ineligible officials have been chosen. "The assignments of Executive Engineer fraudulently have been provided to non qualifying employees i,e; an Assistant Engineer", sources said, adding that the charge of any sub-division could not be assigned to AE, same has been seen in ULB Kashmir. They said that AE could not be made in charge of any Sub-Division, nor could he authorize the payment for work done claim, neither could be provided the checked in full certificate of the work. "As per standing CSR of PWD's financial code, an Assistant Engineer can be Technical Officer to Assistant Executive Engineer", sources claimed, adding that either he/she could be assigned the job in Divisional Drawing branch for scrutinizing of project reports. "But in the ULB Kashmir Executive Engineer's office, it is all the way different from financial and administrative rules, here AEs have been assigned with Sub Divisions and they are recording test check certificates on payments which is against financial code of JK Govt", they added. They further said that as such it creates a huge loss to state exchequer by assigning a job to non titled officer which has less capability of monitoring Government works. Astonishingly, some other non-technical employees are working on technical posts without any legal aspect i,e; a clerk is working as Junior Engineer in electric wing, and is making payments on higher rates than the prevailing rates in vogue in other departments making a racket of corruption. "Technical or Mechanical works supervisors of the Municipal committee have been assigned job of Junior Engineers civil and are made in charge of four to five Municipal Committees, while as degree holder civil Engineer is assigned to look after only one committee, it is as such Munna Bai MBBBS," they regretted. Sources said that it could be exposed by examining service books of these employees, besides some Junior Engineers are working in the department since 10 to 15 years despite of transfer orders from their parent Department i.e. PWD. "But they are retained unlawfully against monetary considerations by Executive Engineers.
