Health Deptt bars in-service docs from purusing higher education | Circular issued in contravention of existing SRO | | Jehangir Rashid Early Times Report SRINAGAR, Jan 13: In a bizarre move aimed to scuttle the aspirations of the doctors to go for higher studies, the Health and Medical Education Department has issued a circular under which the in-service doctors cannot go for higher studies. Secretary Health and Medical Education Department, Dr. M K Bhandari issued a circular under circular number 06-HME of 2015 on 19-10-2015 under which it has been decided not to allow doctors to proceed further outside the department for long term trainings (comprising more than six months) at present. The circular also makes it clear that no case of sponsoring any doctor for any such training would be endorsed by the department. The circular says that this has been done to overcome shortage of doctors as well as medical officers in the Health Department. "The department has on date a severe deficiency of almost 1000 doctors and therefore it can ill afford sending or allowing any further doctors to proceed outside the department at this point of time," reads the circular. The circular further reads, "In the aforesaid context and considering the urgent need for improving the man-power availability in the field units of the Health Department, it has been decided not to allow doctors to proceed further outside the Department for long term trainings (comprising more than six months) at present and also not to sponsor any such cases in the near future, till the availability of Doctors/Medical Officers in the Health Department is suitably and sufficiently restored." The circular issued by the Health and Medical Education Department is in contravention of SRO 274 under which it is clear that any Government employee can go for higher studies after completing the probationary period of his or her service. The SRO 274 was issued after a notification issued in this regard on May 30, 2013. "The circular issued by the Health and Medical Education Department is an assault on the doctor fraternity since we are being denied to receive higher education in order to keep ourselves abreast with the latest happenings in the world of medicine or surgery. This is also an infringement on Right to Education but Alas! The concerned people are yet to get awakened from the slumber," said a delegation of in-service doctors while sharing their views with Early Times. The doctors said that the Health Department is not allowing them to apply for the MD/MS examination which is going to be conducted by Board of Professional Entrance Examination (BOPEE) in the near future. The bar would mean that we would be denied of receiving higher education in our field, the doctors said. "The BOPEE authorities have fixed January 15, 2016 as the last date for applying for the post graduate examination. It is a pity that a circular has denied us to apply for pursuing higher education. The circular has not been followed by the issuance of a regular order. Strange things have happened in past and this is a part of the same process," said the doctors. The doctors have appealed Governor Narendra Nath Vohra to intervene in the matter so that they are able to compete in the examination for higher studies at the post graduate level. |
