Guv’s rule ends 'winter break' in Kashmir offices | | | Early Times Report SRINAGAR, Jan 13: Imposition of Governor's rule in Jammu and Kashmir after the demise of the Chief Minister Mufti Mohammad Sayeed has put the officials in the tight spot as the Governor N N Vohra, according to the sources, has directed the Head of Departments to take stern action against the officials who shriek their duties. On Tuesday Divisional Commissioner Kashmir Dr Asgar Samoon directed the Deputy Commissioners to install the biometric attendance system in the offices to monitor the attendance of the officials across the Valley. Sources said that Governor's administration has taken a strong note about reports that many Government officials have moved to warmer places to save themselves from intense cold conditions in Kashmir. "Top officials have been asked to conduct surprise raids to check the attendance in the offices and act against the officials who are found absent from duty," sources added. It's in place to mention here that SDM Tral during surprise inspection found more than 65 employees absent from duty and he placed them under suspension. Sources claimed that since the day Darbar has moved from Srinagar to Jammu official work has come to a grinding halt in the absence of the officials as most of them are basking in the sun at warmer places. Governor's administration during the first three days has tightened its noose around the officials following which many officers have returned to the offices and are trying to remain present. Insiders claimed the officials who were close to different Ministers of the PDP-BJP coalition are trying to save themselves by maintaining a low profile and are waiting for the political dispensation to take over again. "If Governor’s rule continues and political parties don't come forward to stake the claim to form the next Government there is every possibility about Governor N N Vohra overhauling the administration," sources added. They said to begin with Governor ordered a few transfers on Wednesday and the process to designate Ministerial powers to the top officials is on. "The Governor N N Vohra's track record is testimony to the fact that whenever Governor's rule has been imposed in Jammu and Kashmir during his (Vohra's) tenure he has run the administration professionally and has made the officials accountable," said an analyst. He claimed the officials who had taken a "winter break" would have to face the music if they don't return fast and resume their duties. "Governor Vohra in the past has proved that he is a very good crisis manager and knows how to make people work," the analyst added. Insiders said the officials too have realized that it may take some more time for political dispensation to be in place in Jammu and Kashmir and they have started falling line. "Fear of being placed under suspension and there being no political bosses to save them have sent a few blue eyed officials into tizzy. They are hoping that Governor's rule ends soon so that they are able to restart their innings again," said a source. |
