'Irregularities' detected in purchase of study material by DIET principal | DC seeks explanation from him, declares whole process 'null and void' | | Early Times Report RAJOURI, Feb 26: Following detection of irregularities allegedly in the purchase of study material by DIET principal, Deputy Commissioner, Rajouri, Shabir Ahmad Bhat has sought explanation from him and declared the whole process null & void. The DC also constituted a new committee which would be headed by chief education officer (CEO) Altaf Hussain. It was directed to complete purchases before the end of this month. When contacted, the DC said after the detection of irregularities in January last, explanation was also sought from the DIET principal. "In his reply, the principal has regretted the mistake committed by him and his explanation is under consideration for further necessary action in this matter," Bhat said. The matter came to light when the DIET principal, approached DC for his counter signatures on cheques which were to be given to those from whom he had purchased teaching and learning material. The material was to be distributed among Adult Education Centres operating under Saakshar Bharat Mission. Official sources said while going through the documents produced by the DIET principal, the DC found that a few items were purchased on higher rates. Apprehending misappropriation of funds, he, vide his office order No 329 of February 5, 2016, constituted a committee headed by additional district development commissioner, to investigate the matter. The inquiry committee, in its report, informed the DC that the DIET principal had violated the financial code as well as technical procedure in making the purchases. Taking cognizance, the DC declared the process adopted by DIET principal to make purchased null and void. Vide his office order No PS/DDCR/1136-42 of February 16, 2016 constituted a new committee headed by the CEO. The CEO would be assisted by HSS principal, Saj, Tanveer Ahmed Mir, DIET HoD Neel Kanth, and additional treasury officer (ATO). The DC has asked the new committee to complete the purchasing process before the end of this month. Pertinently, the DIET principal had to follow rules and regulations for the purchase of teaching and learning material under Saakshar Bharat Mission. Violating norms, he floated the tender in a lesser known newspaper of Rajouri and made purchases from some local stationery dealers, sources alleged. |
