I&FC ignores guidelines for framing DPRs | Farmers suffer losses | | Arun Singh

Jammu, Feb 28: The farmers of the State are being deprived of full-fledged irrigation facilities due to non serious approach of Irrigation and Flood Control (I&FC) Department for ignoring the basic norms in ascertaining the feasibility of the projects thereby defeating the main purpose of preparing DPRs by the Department. Sources informed that before preparing Detailed Project Report (DPRs), it is mandatory for the department to do the spade work with regard to Preliminary Project Proposal designed to conduct basic survey about the feasibility of the project to be implemented on ground so that optimum benefits of the scheme get percolated down to the tail end to each farmer. They said further adding that agriculture is the mainstay for the farmers of the state who besides earning their livelihood, contribute substantially for the growth of the State economy. They said that no Preliminary Project Proposals (PPPs) were prepared by any Division of Irrigation and Flood Control (I&FC) Department before submission of DPRs of the schemes in any of the cases. "The surveys including details of soil, geological, investigation and hydrological, surveys were carried out in only one Division which lack the survey reports/ dates of survey. Astoundingly, I&FC Department in Kashmir region had conducted hydrological survey in 18 schemes of three Divisions out of which the surveys of only six schemes were based on authentic data from Agriculture Department, rest were san basic mandatory reports, they said further adding that even in some projects where land was required for the construction was not shown in DPRs and consequently land was not acquired in any case before execution of works which was a pre- requisite. "The provision for clearance by the Power Development Department for use of electricity and Mechanical wing of the Department for electromechanical works was totally ignored in the DPR nor obtained in respect of Lift Irrigation Schemes," they lamented further adding that the proposal for meeting Operation & Maintenance charges after completion of scheme was recorded in the DPRs of eight schemes only. |
