Union Budget a damp squib for J&K; disappoints KP migrants, refugees | | | Early Times Report
JAMMU, Mar 1: The union budget, which has proved to be a damp squib for J&K, has disappointed KP migrants and Pak refugees as it has offered them nothing. Finance minister Arun Jaitely's budget speech had no mention of them. Also, no announcement was made to continue the old scheme of 100 pc refund of central excise for further revival of the dying industry in the state. This has appointed the industrialists here. KP migrants had attached great hopes to the union budget. In the last budget, it was announced to set up a satellite township in the valley for them. Since there was no headway made on this account, the migrants expected Jaitley to make an announcement in this regard in his yesterday's budget speech. But the government made no mention of it which has upset them. The Centre remained silent on either enhancing their monthly relief or announcing an employment package for them. In the last budget, Jammu was gifted AIIMS, IIT and IIM. While a central team had later visited here as part of its exercise to set up AIIMS and IIT, no headway has so far been made in the setting up of IIM. The salary bill of government employees is Rs 12,000 cr but the state's income from all sources is Rs 8,500 cr. So, the state is dependent on Centre even for the salaries of its employees but this important issue also found no mention in the Jaitely's budget speech. Bari Brahmana Industries Association had in the recent past asked the finance minister to provide relief to the state industry as per DIPP package, but this proposal too seems to have been rejected by him. He also made no mention of the Holiday Package for the promotion of industries in the state. Jaitely also did not touch Rs 2,000 cr handicraft industry in J&K in his budget speech notwithstanding the fact that the industry business had now come down to Rs 1,200 cr. Even as tourism is the backbone of J&K, Centre did not feel it proper to announce certain incentives or programmes to promote it. People of Jammu expected the Centre to make announcement for the promotion of some tourist spots in Jammu this time but it did not happen which has disappointed them. Also, no relief for the flood victims of J&K was announced in union budget. |
