Under-staffed NTPHCs mock at govt's claim on improvement in health sector | | | S Tahir-ul Haq Early Times Report
KUPWARA, Mar 1: New Type Primary Health Centre (NTPHC) Avoora in this North Kashmir district is a perfect example of the shortage of manpower in NTPHCs across the valley. As such crores of rupees spent on infrastructure development go down the drain. Sources said that NTPHCs across the valley lacks sufficient manpower of doctors and paramedical staff, due to which the populace is compelled to face problems in this advanced age. People living in scores of villages like Avoora, Jumagand, Mashwa, Zurhama, Luderwan, Kawari, Muqam, Mir Mugam, Reshwari, Manwan, Allaqizab, Payarpora, and Gulgam are suffering since they are connected with NTPHC Avoora. Abdul Salam Mir of Avoora said that NTPHC Avoora covers a population of 60,000 in hilly area of Kupwara district. He said the centre lacks sufficient manpower to meet the challenge of huge patient rush. The centre was formally inaugurated by then Minister for Health Mangat Ram Sharma some 11 years back. "We have come to hear that the doctors posted here are posted in some hospital of Srinagar, while as their salary is being released from this Trehgam medical block," said Mir. Another local resident Nazir Ahmad (name changed) said that three posts of doctors were created here including BDS, lady doctor and a physician but instead of them one BUMS doctor, Dr Ikhlaq has been deputed here. "Except first aid no other service is being provided here due to shortage of doctors. No doctor remains present there during night hours as a result of which patients are forced to refer to other nearby hospitals for treatment," he said. Sources said that all the new type PHCs in Trehgam block are dysfunctional since their inauguration and worth rupees in crores have been put to doldrums and is a big loss to the state exchequer. They said that NTPHCs should have been a 24 hour facility with nursing facilities, but only few employees of paramedical staff remains present there. The NTPHC created in far flung areas of Jammu & Kashmir have failed to serve their purpose and as such most of the rural populace have been left on the mercy of God for want of better medical facilities round the clock, which is not only a bad sign of corruption but loss to the state exchequer, sources added. Block Medical Officer Trehgam, Dr. Manzoor Ahmad told Early Times acknowledged the fact that ex BMO Dr Ashraf was send by government for ultrasonography training for a short period, and then after it was extended for six months and his pay is drawn from Trehgam Block. He said that Dr. Shahnaz had joined but since long time he has not attended his duties adding that the matter was brought in notice of CMO Kupwara and Director Health Services Kashmir. He said that a dental surgeon got transferred to Srinagar and his salary is also drawn from Trehgam Block. |
