Illegal recruitments in ULBs go unheeded | | | Javaid Naikoo Early Times Report
Srinagar, Mar 1: Despite findings of massive illegal recruitments in Municipal Councils and Committees of Kashmir in a probe report of Urban Local bodies (ULB),officials concerned despite assurances are yet to take any action against officials involved in wrong doings. After early times through a series of stories in detail exposed nature of illegal recruitments in 42 Municipal Councils and Committees of Kashmir division, commissioner Housing and ULB, Bipal Pathak on January 29,2016 assured that his department will probe the matter in a time bound manner and punish people involved in wrong doings in past. While referring to the news reports, Pathak assured that he will ask for all the necessary documents from the office of the Director ULB and will probe illegal recruitments that have come up in Municipal Councils and Committees of Kashmir in between 2005 to 2011. However, nothing seems to have moved till date. Sources said there was hue and cry in various circles after the expose. However officials involved in illegal recruitments used their bureaucratic and political approach to hush up the matter. As reported earlier, in 2011 authorities at ULB in order to check illegal recruitments in Municipal councils and committees of Kashmir division between 2005 to 2011vide order number 110-HUD of 20-04-2011constituted a two member committee of officials to probe the matter and submit report with recommendations for action against officials involved within 20 days of time. Accordingly Muhammad Afzal Bhat then Director ULB Kashmir and Saugat Biswas then additional secretary to government, Housing and ULB were ordered to probe the matter of illegal recruitments in 42 Municipal councils and Committees.' Documents in possession of early times reveal that after a thorough probe authorized committee of two members came up with a list of 743 illegal permanent appointments and a huge total of 1829 appointments of illegal need base, casual, adhoc employees in Municipal councils and committees of Kashmir division. The documents accessed also reveals how rupees 90, 33252 are drawn as salary in favour of these illegally Recruited in Municipal Councils and Committees of Kashmir recruited in between 2005 to 2011. However, till date no action was taken against any concerned Municipal commissioner or Executive officer found involved in illegal recruitments between 2005 to 2011 in the inquiry report of ULB. Official sources said that number of illegal recruitments never stops in Municipal Councils and committees as there is no authorized government recruitment policy with ULB. Despite repeated attempts to reach for his comments, commissioner Housing and ULB, Bipal Pathak did not pick up the phone. |
