Candidates rue delay by PSC; intervention by JU, KU | Recruitment of Assistant Professors | | Asif Iqbal Naik
Early Times Report Kishtwar, Mar 1: The NET, SET qualified and Ph.D candidates who have applied for the post of Assistant Professor in the Higher Education Department advertised by J&K Public Service Commission vide Notification No's. 09-PSC (DR-P) of 2013 dated: 23-05-2013 and later on 12-PSC (DR-P) of 2014 dated: 29-05-2014 today rued the delay on part of the Public Service Commission and termed the unnecessary delay as grave injustice to the educated youths of the state who are suffering for no fault of theirs. The applicant informed ET that the J&K Public Service Commission started the recruitment process and conducted the interviews of some subjects, but in the mean time it asked the candidates having Ph.D Degree to produce a certificate mentioning that their degrees were awarded in accordance with the UGC regulations which is the minimum eligibility for the appointment and career advancement of teachers in Universities and Institutions affiliated to them. Six deadlines spanning over a period of three months were given to these candidates by JKPSC, but PSC is delaying the process by deferring the interviews as the candidates who have not done their Ph.D as per UGC guidelines for the Evaluation and Award of Ph.D 2009 are not able to get the MSP certificate from the respective universities. "It is astonishing why PSC is waiting and deferring the process if the candidates are not able to produce the said certificate. The Kashmir University and Jammu University authorities are allegedly interfering in the affairs of J&K Public Service Commission and requested the Chairman J&K PSC to withhold the recruitment process so that their candidates are made eligible despite UGC's denial to modify the rules" said an applicant wishing anonymity. He said that it is ironical that on one side, the Kashmir University authorities are asking the PSC to wait for Nevagekar Committee report but on the other hand in the own recruitment of Kashmir University for Assistant Professor posts; they are asking for the same MSP Certificate from the candidates. "If a person is not eligible for post how long is it justified to wait indefinitely for that person to make him/her eligible at the cost of the career of others--- Some aspirants have put their research and other projects on hold and are busy with the preparation for interview and written test in some subjects" said angry candidates. They urged upon the Governor to intervene into the matter and take the authorities on board to complete the process of recruitment on urgent basis as the career of thousands of candidates is at stake. It is pertinent to mention here that earlier in the month of June 2015 UP Govt. had sought clarification regarding the UGC regulations wherein the UGC clearly mentioned that there shall be no change in the UGC rules and regulations at any point in time or at any stage, this direction was issued by the UGC vide its letter No. F.10-2/2012(PS)VIP(Ref.) Dated: 19.06.2015. Moreover also the recent advertisements inviting applications for the recruitment of Assistant Professors by Haryana Public Service Commission, Madhya Pradesh Public Service Commission, Jamia Millia Islamia University are all in conformity with the UGC regulations which puts a big question mark over the functioning of JKPSC, which is otherwise an autonomous body bound by the rules and not by the suggestions of the state universities. |
