ADC Kishtwar directs AD CAPD to submit record in 2 days | Probe into sale of Govt ration to private dealers | | Asif Iqbal Naik

Kishtwar, Mar 1: Taking cognizance of a news report published in 28-2-2016 edition of Early Times highlighting the sale of Government ration meant for public distribution by former Tehsil Supply Officer Kishtwar Pankaj Kumar Thakur to private dealers. According to reports he allegedly sold one month public ration of July 2015 and roams free as the then government and administration fails to register a case against him. As per the details available with "Early Times", ADC Kishtwar vide letter No. 556-57/DCK/Gen/2016 dated 1-03-2016 directed Assistant Director CAPD Kishtwar to furnish the details with regard to ration received for the month of July 2015 and dealer wise ration distribution among the people of Kishtwar. While setting the deadline of two days, the ADC directed Assistant Director CAPD to submit the record in stipulated time falling which the concern authorities will be apprised accordingly added that the matter may be treated as most urgent. Earlier Deputy Commissioner vide letter No. 86 of 2015 dated 19-12-2015 also seeks details from the CAPD department so that enquiry could be initiated through the committee after the issue was raised in the District Development Board Meeting by the legislators informing the people and its adjoining areas falling under jurisdiction of TSO Kishtwar did not receive the ration for the month of July 2015, but even after more than two months; the CAPD department fails to submit the record. While talking to "Early Times" Political and Social activist from Kishtwar Nusrat Farooq demanded immediate arrest of the officials including former TSO Kishtwar involved in selling of government ration meant for public distribution to private persons added that allowing six month time to accused TSO to roam free suggested that senior officials of the department are protecting him and others involved in this embezzlement. She said that in past too there was report of misappropriation of government ration by the officials of the CAPD and advocated for immediate registration of an FIR against all the accused persons, beside also demanded for handing over the case to Crime branch or CBI so that the larger nexus in embezzlement of government ration by officials of the department and private businessman could be unrevealed. She said that private parties involved in purchasing of government ration, truckers who transported the ration and unloaded it at private stores also need to be booked and punished in accordance to law. Meanwhile the sources reveals to the "Early Times" that the Atta was sold for Rs. 1200 plus/Quintal while Rice was sold at Rs. 1500 plus/Quintal and Sugar for Rs. 2500 plus/Quintal against the price of Atta APL (Rs.800), BPL (Rs. 535) and AAY (Rs. 200) fixed by the government and similarly Rice APL costs 1000/Quintal, BPL 9Rs. 640) and AAY (Rs.300) and government price fixed for Sugar is 1350/Quintal. After calculating the figures, the accused TSO had earned approximately more than Rs. 40 lacs after depositing the actual cost of the ration in government treasury which excludes the carriage charges spent by the department on transportation of the said ration. As already reported, all the Tehsil Supply Officers of Kishtwar District including that of TSO Kishtwar Pankaj Kumar Thakur received the ration quota for the month of the July 2015 for distribution among the people, but except TSO Kishtwar all the TSO's distributed the ration among the general public in respective areas. The sources said that the erring former TSO Kishtwar after selling the ration quota also made an attempt to purchase a luxurious vehicle, but somehow failed after the party refused to sell the vehicle which the accused officer wanted to purchase. |
