Minors employed at MC Qazigund, reveals RTI | | | Saahil Suhail

Anantnag, Mar 1: Information sought under Right to Information Act has revealed massive irregularities at Municipal Committee Pahalgam, including dozens of appointments being made illegally, in gross violation of procedures and rules. Information sought under Right to Information Act reveals that a minor aged 14 yrs, was engaged as causal employee by a former Executive Officer totally in gross violation of laid down procedure. Minimum age required for getting a government job according to rules is 18 years, however here all the rules seemed to have been thrown into dustbin. Information provided by Executive Officer of the civic body on reveal that Suhail Ahmad Wagay s/o Abdul Gani Wagay R/o Kewa-Qazigund was appointed 31/03/2012 by then executive officer Tariq Ahmad Itoo. However the date of birth of the appointee according to documents provided under RTI was 23/03/1998. Similarly another minor Suhail Ahmad Shergujir s/o Ghulam Rasool Shergujri r/o Qazigund was also engaged as causal employee on 31st March of 2012 when he was only 13 years old. His date of birth is shown 1/02/1999. Pertinently, according to information provided by MC Qazigund, then Executive Officer had engaged as many as 18 (eighteen) causal employees on very first day after taking the charge. Documents sought under RTI also reveal massive irregularities and embezzlements. In 2013-2014, civic body says that they have spent 'Zero' rupees on banners during the whole year, however voucher for an amount of twenty lakh rupees by one Sahfi Kakpori claims 17000 for banners in the same year. Then executive officer Tariq Ahmad Itoo, who is currently post at Pahalgam, claimed that all the appointees were later terminated. "It wasn't me who made these appointments but the fact is that I raised this issue with then Director Urban Local bodies who terminated services of these employees," he claimed. He claimed that neither he has dispatched orders of all these eighteen appointees nor he released salary to them. "Had I engaged them I would have definitely released their salaries," he said, adding cases were registered in Vigilance and Crime Branch who too have concluded their probe. |
