Former Minister creates liabilities of several crores on Housing Board
Diverts HB funds to install transformers

jammu, Mar 1: Abusing his constitutional power, a Cabinet Minister in Omar Abdullah National Conference-Congress led coalition Government had created liabilities to the tune of several crores of rupees on Jammu and Kashmir Housing Board by diverting and using its funds to meet demands of power in Jammu city including installation transformers.
According to the documents available with Early Times, it has been came to fore that former Minister for Housing in NC-Congress coalition Government had written repeated letters and reminders to Chief Minister Omar Abdullah-who was also Minister for Power-for releasing of funds, he had diverted from Housing Board funds.
The sixth paragraph of letter forwarded by the then Housing Minister to Chief Minister on 8/10/2014, reads as "I (Housing Minister) used the funds available with the Housing Board for setting up new power stations in some areas in Jammu city. This was done with an honest intent and to ensure that the misery of the people is not prolonged by the temporary liquidity mismatch faced by the Power Development Department (PDD). The idea was that when the PDD has funds, it will reimburse the Housing Board to the extent the latter has spent in the power sector".
The next paragraphs reads, "I have been requesting you for some time now that the money spent by the Housing Board in the power sector may be reimbursed to it by the PDD. Though I have been assured, the PDD has not started the reimbursement process so far. I am sure you would appreciate that the spirit in which this has been done needs to be recognized and steps taken for recouping the money to Housing Board".
Interestingly, the then Housing Minister had written letters to the then Chief Minister Omar Abdullah on 5/7/2014, again on 29/9/2014, two more request letters on his letter pad without any date and letter number and last on 8/10/2014 to Omar Abdullah, who in turn simply wrote, "Please examine".
Sources said that liabilities to the tune of several crores of rupees have been created on Housing Department by diverting funds to execute various works including installation of transformers through PDD, on the instructions of the then Minister concerned and the consent of then Managing Director JK Housing Board was also taken by Minister.
Pertinently, liabilities to the tune of several crores of rupees were created on Housing Board due to abuse of power of the then Minister and the then Managing Director and an inquiry committee was constituted to unearth the scandal and was asked to submit report within fifteen days. "After the lapse of nearly seven months, the committee has so far failed to submit report", sources said.
