e-governance agency 'EGA' surrounded by controversies | Audit of works, central projects not done for last 5 years | | Early Times Report
Jammu, Mar 7: Jammu Kashmir e-governance agency which is surrounded by many controversies has one more lapse to its fold-there is no audit of works done by it for the last five years, thanks to the authorities in the concerned ministry who have chosen to sit back on this mandatory functional aspect. Sources said even as projects worth crores of rupees granted by Union Ministry of Information and technology in addition to the state's own works have been going on under the e-governance agency but no audit has been done on either of the projects of Centre or the works undertaken at the state level. There is no transparency nor accountability at any level with respect to working of 'EGA' as it is known in the ministry, sources said adding that the scene is blurred and things are indistinct, unclear as far as the expenditures are concerned. There is no detail accounted by the authorities at the highest level as to what amount has been spent by whom on which work, sources said adding that even as many Commissioner Secretaries were posted in the past few years in this department but surprisingly they too could not get the works audited or simply did not lay their hands on it for unexplained reasons. Sources further said as a result of this hazy scenario most of the new e governance projects that are in the pipeline have not been commenced in the state. These are either on hold or few of them have closed due to delay in executing. Moreover, by not getting the works audited the concerned authorities are only violating their own rules laid out well in the Act that it is mandatory functional aspect to get things audited every year whereas the fact remains that has been missing or the last five years. This comes at a time when the thrust of both the Central government as well as the state government is on e-governance for which this department and e-governance agency is the nodal wing to put e-governance working on track. Sources also said lapses of this agency could be seen with respect to people and professionals on board as the agency has hired most of the at the private level . The appointments of such people though on contractual basis has also created controversies as merit has not been given due place and it has been done on the basis of influence or personal contacts, notwithstanding the fact the packages given to them run in lakhs of rupees but again without any check and transparency. With Governor's rule in place, will the administration look into functional lapses of this highly significant department…? |
