SERC contradicts PDD power purchase figures | | | Ishtiyaq Ahmad

SRINAGAR, Mar 7: With State Electricity Regulatory Commission (SERC) contradicting with the Power Development Department figures of purchase of power in the state, questions are being raised on the figures projected by the government. As per the figures presented by the PDD authorities before the Governor rule last month, the cumulative liability on account of power purchased is expected to go up to about Rs 7000 crore by 31st March this year as against Rs 5037.49 crore on 31st March, 2015. The gap in power purchase and revenue generation as per officials is the main reason for power liability in the state. However, the SERC has contested the PDD figures about the revenue generation and power purchase in the state. "As per the CAG report on the State Finances for the year ending March, 2014, the expenditure of the state towards power purchase in FY 2013-14 was only Rs 3738 Cr. whereas the PDD has submitted power purchase cost of Rs 4048 Cr. in the petition before SERC," the SERC order issued last year says. It has asked the PDD to explain the reasons for variation in the power purchase and power revenue figures. The PDD was asked to submit authenticated and reconciled figures of power purchase as well as revenue with those of the CAG for carrying out true-ups. The SERC members in a meeting with PDD authorities last year also inquired about the actual revenue recovered by the PDD during FY 2013-14 and FY 2014-15 as compared to revenue assessed during the period. The SERC has said that owing to poor revenue recovery vis-a-vis revenue billed, the PDD has a "dubious distinction" of having the lowest collection efficiency in the country. During the last one decade, government as per the official figures has spent around Rs 22,000 crores on purchase of electricity despite having a potential of generation of 20,000 MWs in the state. According to the official details, the PDD realized the revenue of Rs 1527 in 2014-15 against the target of Rs 3508 crores. The state purchased power of Rs 3000 crores during 2011-2012 and there was Rs 1993 crores power revenue deficit. During 2013-2014, power worth Rs. 3870 crores was purchased thus facing a power revenue deficit of Rs 2281 crores. For 2013-14 the PDD had set revenue target of Rs 3344 crores but realized the revenue of Rs 1714 crores. In the first nine months of 2015-16, the PDD has been able to realize revenue of Rs. 1294.36 crore only. |
