SRINAGAR, Mar 7: At a time when the higher ups in health department are claiming that an effective transfer policy has been put in place complaints about overstaying of doctors are coming in from various places of Kashmir valley. District Hospital, Pulwama is one of the typical examples of 'mismanagement' with regard to transfer of doctors. Early Times has come to know from sources that some of the medicos posted there are working there for the past 8-15 years. These doctors have not been touched by the successive state governments and they continue to remain put at District Hospital, Pulwama. The doctors who have been discharging their duties at District Hospital, Pulwama for years together include Dr. Riyaz Ahmad (Assistant Surgeon), Dr Mohammad Shafi Naikoo (Surgeon), Dr. Abdul Gani Dar (Surgeon Ophthalmology), Dr. Gowhar Ahmad (Surgeon), Dr. Abdul Gani Khan (Surgeon), Dr. Hafeeza (Gynecology) and Dr. Abdul Rashid Parra (Anesthesiologist). "These doctors go for private practice in the clinics located in the vicinity of the hospital. Even they get calls from the clinics during duty hours and leave the patients at the hospital un-attended," said sources. Sources said that the 'untouched' doctors have created a strong 'lobby' in the hospital and if any Medical Superintendent tries to get them transferred, this lobby along with the senior paramedics goes against the Medical Superintendent till his or her ouster. "These doctors cut short their duty hours and go for private practice in clinics and private hospitals as they have considered the district hospital as their fiefdom. Many doctors ask the patients to visit their private clinics even though they come to hospitals for free treatment," said sources. The Pulwama town was last year shocked after two women and a baby died of alleged negligence by doctors, sparking protests against overstaying doctors in the town. The protesters at that time demanded legal punishment against the 'negligent' doctors. After protests by the people, the government in a shake-up shifted more than 60 paramedics from District Hospital, Pulwama. However, the government did not touch the doctors against whom allegations had been leveled. As such only half-hearted action was taken with the 'guilty' medicos managing to run away Scott Free. Although, the locals carried out strong protests against the incident and demanded stern action against the doctors nothing was done. With no doctor being transferred the people vowed to carry forward the agitation unless and until some concrete action is taken against the 'guilty'. "Hundreds of doctors are posted in hospitals consecutively for many years in violation of service rules, which allow a doctor a maximum of two years at a particular place. These doctors prefer the posting as they create hegemony in the hospital administration due to their longer stays. As such there is total mess in the health institutions with nobody caring for it," said sources. It would be in place to mention here that the health department has faced immense criticism from people for promoting 'nepotism' and posting 'favourite' doctors at their preferred places. However, the protests in most of the cases yield no result with medicos continuing to be posted at their favourite places for years together. |
