PHE Deptt’s water bills shock Budgam residents | | | Javaid Naikoo Early Times Report Srinagar, Mar 9: The residents of central District Budgam were today surprised to see Public Health engineering (PHE) Department distributing copied water supply bills lacking consumer ID of the consumers. People from different villages of Chadoora-Budgam told early times that employees of PHE sub division Chadoora handed over five year old bills to registered and unregistered consumers. Residents said that without ever having framed any formal agreement of registration with PHE department for use of tap water in their homes, they were handed over bills dated 2012 and have been warned to pay pending bills before due dated or face action. "I was handed over a bill of Rs 4600 bearing name of my brother instead of my father who is alive. It is for the first time that I received the bill. People of Doyan-Durbogh village said that after receiving bills from employees of PHE department they approached PHE division Chadoora where officials said them that agreements against their names were created by concerned Department itself to collect pending fee without seeking consent of agreement holders. One such bill accessed by Early times bearing seal and signature of Assistant Executive engineer PHE Sub division Chadoora leaving space of 'Consumer ID blank' reads that "PHE department may disconnect the water Supply without further notice if Bill is not paid within due date." The contents of the bill includes Bill No,Consumer ID (Blank),PPC No, Consumer name, bill date, parentage, Bill period, address, due date, previous balance, bill amount,Total Balance and column bearing amount payable. Registered and unregistered consumers alike said that they demand that higher ups of the department should ordered a probe to dig out under which conditions unregistered consumers were handed over Bills without any agreement with department and why bills are copied, not original. They said that contrary to the government announcement of having waved off of bills against use of irrigation water supply in their agricultural fields they recently received Bills from another Government department for some unknown reasons. People also said that concerned department should also go through household details and waved off heavy sum bills bearing four to five thousands of families living below poverty line. The concerned official was not availablem. |
