Land mafia eyeing Govt land in Srinagar outskirts | | | Early Times Report Srinagar, Mar 9: Exhuming decades-old revenue papers, land mafia in the Valley is all set to grab prime Government land in outskirts of Srinagar. This time, the land measuring 140 kanals under Khewat No. 382/9495 and Khata No 1875/1232 at Ellahi Bagh, Bagh-e-Shoura Srinagar is on the radar of influential property brokers who are trying to sell it to credulous sellers. After September 2014 deluge, many people prefer periphery localities rather than posh Srinagar areas. A Pandit family, Prakash Kaul and his sons, owned this land some 60 years ago. Brokers, in connivance with a `legal heir' of late Prakash Kaul, some Revenue officials and an influential politician, are trying to grab and sell the land. It is noteworthy that this land was owned by the Government by virtue of a J&K High Court settlement in 1958 for one-time compensation, which was accepted and received by its real owners. Presently, the land is with the Agriculture/Sericulture Department. In May 2008 out of 140 kanals, Jammu and Kashmir Government vide its Cabinet decision transferred 92 kanals to Chief Engineer, R&B Circular Road Srinagar for further allotment to the affected families who were dislocated because of acquirement of their land for circular Road. 180 families were allotted land for construction purposes. The security forces occupy the rest at present. The case was done and dusted until some influential brokers noticed that the revenue records with the concerned patwari still mentions Prakash Kaul's name in their records against above mentioned Khata and Khewat no's along with the remark: "Kabza Agriculture". This prompted land mafia and brokers to show the photocopies of the revenue records of this Government land to credulous buyers and sell it to them. The mafia has even conjured up some 'legal heir' of Prakash Kaul to seal the deal. Power of attorney has been made at Jammu and claim papers are being worked out. One of the so-called owners Pran Shah (Raina) has filed applications with the concerned (District Magistrate) Deputy Commissioner for mutation in his name who in return has asked for and received the reports from concerned Tehsildar North Kashmir. Chief Engineer R&B Circular Road and Agriculture Department have refuted such claims and described the petition as the case of land mafia and land grabbers. But for the reasons best known to the Deputy Commissioner, Pran Shah's petition has not been dismissed. According to one of the brokers some of the legal heirs of the deceased have received advances from them against the said property and many people are being duped into to buy this Government land. The locals, however, have urged the Government to take appropriate action and inform the public through a public notice regarding the true nature of the land in question. |
