Centre reprimands JK for poor implementation of MGNREGA

Srinagar, Mar 9: The much hyped Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is proving to be a major damp squib in Jammu and Kashmir with Government of India grilling the State government over the failure of flagship scheme aimed to give livelihood to rural poor.
The New Delhi has sought explanation from the Rural Development Department J&K over it's slow progress on MGNREGA, reliable sources said.
According to a letter No J-11018/01/1/2015-MGNREGA (IV) dated February 2, 2016, the Union Ministry for Rural Development has pointed out that the state's Rural Development Department has achieved only 8 percent of the annual targets under MGNREGA.
"During the FY-2015-16, the percentage of work completed is 8 percent. The slow completion rate is a matter of concern and has figured in the Parliamentary Consultative Committee Meeting of the MPs held recently," the letter says.
The letter also mentions that 40914 works are spillover from FY 2012-13 which the department has not completed yet.
"It may be kindly ensured that such works are completed on campaign mode. It is desired to hold a review for arriving at the reasons for slow progress in completion of works," the letter says.
Further the Centre is dissatisfied with the 'less' employment generation under MGNREGA in J&K.
It mentions that State's Rural Development Department has also failed to utilize the labour budget during the current fiscal.
"The labour budget for financial year 2015-16 is 311.90 lakh person days. During the current financial year up to 27 .1.2016, 116 lakh person days i .e 54 percent have been generated against the projection of 217 lakh PDs till January this year. During FY 2015-16 Rs 64 crore (73 percent of total transactions) were delayed for more than 15 days. Out of this, 24 percent of the payments were delayed for over 60 days," the letter reads.
The Union Ministry for Rural Development also mentions in the letter that out of total 46,803 number of works, 25 percent of total works have been taken as public works relating to Natural Resource Management (NRM) category in FY 2015-16.
"The Ministry requests you to scale up the works related to NRM in future as it will go a long way in fulfilling the objective of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)," it said.
The Centre has also found short comings with creation of individual assets under the MGNREGA.
In the letter, the Centre has asked the State Government to ensure that MGNREGA funds are used for construction of Individual House Holding Latrines (IHHLs) in Indira Awas Yojna (IAY) houses/ State schemes houses/ other schemes and the funding under SBM (G) is not used to avoid duplication.
"Works related to agriculture the expenditure on 15 out of 18 districts is below the statutory limit of 60 percent of total expenditure. Efforts should be stepped to ensure that more works in this category are taken up," it added.
