Sewage water continues to pour in canals
Irrigation Deptt ignores rules

Jammu, Mar 9: Total departure from the provisions provided in Environmental Protection Rules speaks of carelessness of Irrigation Department to allow discharge of sewage water in the canals in Jammu division making the canal water polluted with dirt of sewerage meant for irrigation purposes.
Sources told Early Times that the increasing pollution in the irrigation canals has been pointed out by Environment Authority time and again and asked the Department to take required measures to check the menace but department did not follow the norms creating environmental hazards.
"Under Environmental (Protection) Rules 1986, the Irrigation Department is required to take measures for prevention of discharge of untreated sewage water into irrigation canals, tributaries etc. but as a matter of fact not even a single division took step in this regard," they said.
They further informed that two canals Ranbir Canal in Jammu division, Ompura canal in Kashmir division and Bindala Khul in Rajouri, BijliMuli khul in Poonch where massive untreated sewage flowed into these canals/ khuls polluting water which is used for irrigation purposes.
"The situation is extreme worst in rural areas where tributaries have been converted into drains at many places and garbage is found lying in the canals/ distributaries without any check by the Department," they maintained further adding that the Irrigation department putting blame on the Municipal Corporation citing the argument that the Command area is quickly getting converted into built up area near towns and that the disposal of garbage has to be taken care of by the Municipal Corporation/ Town Area Committees.
Moreover, the Irrigation Department discarded the instructions of Environment Authority to organize awareness programmes to check the menace and no such programme has been organised by the department.
