Jammu, Mar 9: NFSA which is already in the centre stage of strong criticism and controversies for various reasons has one more lopsided dimension added recently to it, this time in verification of new ration cards . This verification process has been mandated after the Act got implemented last year in the state following which linking of Adhaar card with new ration cards has been made compulsory for the consumers across the state. This process when completed will pave way for having e ration cards and a computerized data base of ration card holders. According to sources the order issued recently the Governor's administration with regard to verification process of ration cards at the ration cards is not being followed in letter and spirit by those who have been given this assignment, at least in Jammu. This order was issued by a high level committee in the DC office Jammu and in this connection government employees from various departments including teachers were deputed for verification process at various ration depots to check the facts and credentials of the ration card holders before issuance of new e ration cards, sources said adding that a deadline of over two weeks was given for completion of this process. However, the deadline which completes tomorrow has less than half the task fulfilled, said the sources as the government employees so appointed have been playing truancy in the new assigned duty. Even as they have been asked to complete this duty between 10 a.m and 4 pm, it has been seen at most of the depots/shops that they do not come at all or if they come they leave as early as 11 am , at the most by noon time, said the sources. This truancy of the government employees leaves the consumers high and dry as they are made to wait for hours by those who run the shops contending officials have not come or their job will be done only after they come. In the process, many miss their offices and personal works, sources said adding that the phone numbers on display for registering any complaint related to issuance of new ration cards makes even more mockery at the process. The phone numbers are in the ADC's and she seldom attends the call, lament the aggrieved consumers. There is no monitoring from the higher authorities, in this case ADC who is required to check the progress of verification process across all the depots. Non seriousness on part of authorities as also the truancy of the government employees on duty has turned the entire process meaningless and even the new cards so issued do not make any purpose until all the consumers are covered under the verification process, said the sources in the CAPD department. Pertinently, it was the CAPD minister in the previous PDP-BJP alliance government who had directed the concerned officers to introduce e-ration cards and link them with Adhaar cards which would enable the beneficiaries of Public Distribution System (PDS) to get the cards online from the government's web portal without hassles.The minster had also asked the concerned department to develop public distribution system (PDS) portal of the department and directed them to make the digitised list of beneficiaries and upload it for more transparency. |
