JFI says Jammu deserves 50 seats in Assembly | | | Early Times Report Jammu, Jun 2: Setting the record straight that delimitation commission cannot be appointed in Jammu and Kashmir before 2035 as per the existing law, Jammu for India convener Prof Hari Om today urged PDP-BJP coalition government to revoke the 2002 anti-democratic and anti-Jammu amendment to the relevant statute so that delimitation commission could be appointed and Jammu got its due share of representation in the assembly, which discusses and decides questions of supreme importance to the well-being and happiness of people. "Kashmir has 46 Assembly segments in the 87-member house at the rate of one per 344 sq km on an average and Jammu 37 Assembly segments at the rate of one per 710 sq km on an average," Prof Om said in a statement here adding that this is the root cause of conflict between Kashmir and Jammu. "If the delimitation commission appreciates the criteria land area, accessibility and nature of terrain and even voters' strength -- Jammu will get at least 50 seats," said Prof Om. It is the Kashmir's excessive share of representation in the Assembly which has deprived the people of Jammu of their legitimate due share in the state's political, economic and social processes, he added. Removal of this disparity is imperative to dispense justice to the politically marginalised and economically ignored Jammu, he said. As per existing law, delimitation commission could be appointed only after the 2031 census operation was over, Prof Om said, adding that the Registrar General of India will take years before he could make public the 2031 census data. The convenor said the existing law nowhere says that delimitation commission shall be appointed after the 2031 census. It only says that it could be appointed provided the government of the time amended the existing law that was enacted during the regime of NC president Farooq Abdullah and supported by Congress, NC, PDP, BJP and other Kashmiri lawmakers. "It is disgusting that the ruling class and opposition parties joined hands in 2002 to deprive Jammu of its due share of representation in the highest lawmaking body in the state," he added. Prof Om added that the area of Jammu Province is 26,293 sq km and its terrain is also very difficult and treacherous. Bulk of the area of this province is inaccessible in the absence of proper road network, he said, adding that as for Kashmir, it has an area of 15,953 sq km and the Valley is very fortunate as far as the accessibility and communication network in the region is concerned. The JFI convener invoked Chief Minister Mehbooba Mufti's Assembly statement that her government was committed to removing inter-regional disparities and giving equal treatment to all the regions of the state. He added that it was an opportune time for her government to remove trust deficit between the regions and that nothing would be more desirable than that her government should revoke forthwith the 2002 amendment and appoint delimitation commission to delimit the assembly constituencies de novo strictly as per the criteria laid down by the Representation of People's Act. |
