Pvt practice by docs cause of concern for Govt | CM admits nexus between medicos | | Early Times Report srinagar, June 2: Even as the government has warned doctors to shun private practice, hundreds of them are still doing it and many even draw non-practice allowance (NPA). Last year, Mufti Mohammad Sayeed had issued clear-cut directions for strictly implementing ban on private practice by doctors working in SKIMS, Soura, and other hospitals in the state where doctors draw NPA. Despite that there seems no end of private practice with some doctors even skipping their official duties. Chief Minister Mehbooba Mufti too on Thursday said it had become a cause of concern for the government to stop private practice. "The doctors are hand-in-glove with each other. They work in shifts so that some do private practices while others stay in hospitals," she said in the Legislative Council. She said it had become a cause of concern for the government. She said the health and education sectors were her government's top priority. "We are committed to upgrade hospitals and provide requisite facilities in all health care sectors and hospitals." She said there was an open nexus between doctors who 'help each other in indulging in private practice and skipping official duties. Sources said over 20 SKIMS medicos, including some HoDs, were doing private practice despite receiving NPA from the government, which was a brazen violation of the rules. The private practice stands banned for these doctors since they are paid a monthly NPA of Rs 20,000 to 22,000. "These doctors see the patients at the private clinics and write prescription on plain papers to avoid trouble which don't carry their names and other details," sources said. Sources said a strong lobby of the doctors was stopping government from taking action against them despite authorities being well aware of the medicos who do private practice. The government has several times told doctors that they should either do their job or do private practice and any violation of the directions will be viewed seriously. In 2011, former chief minister Omar Abdullah had also warned SKIMS doctors to shun private practise. "I know who you are; I know your names and the addresses of your clinics. Please, don't force me to issue an advertisement in the newspaper and seize your clinics," Omar had then warned them while chairing governing body meeting of SKIMS. Now it will be interesting how Mehbooba Mufti will enforce the ban as his predecessor failed to stop them from doing private practice. Omar had also constituted a "Special Squad" to keep an eye on the SKIMS doctors suspected of doing private practice and Vigilance Organisation was part of the squad. It was tasked to conduct frequent raids on suspected clinics and act on the complaints against any doctor. However, till date there seems no visible results on the ground as these medicos are openly running their private clinics and some even work in private hospitals. The government had imposed a blanket ban on private practice by doctors of SKIMS after the latter launched an agitation in 2003-2004, demanding they should be treated at par with their counterparts in AIIMS, New Delhi, vis-a-vis salary and other benefits. These doctors had given it in sworn affidavits at the time of joining the hospital that they accept the SKIMS rules and will not indulge in private practice. |
