Jammu, June 2: Yet in another case of mutation of land record, a controversial Patwari of Bishnah Tehsil, who has been under scanner for tampering revenue record, has transferred land of three poor farmers in connivance with notorious land mafia, showing thumb to administration, while another case of similar irregularities on his part of pending in the court of law. According to documents available with Early Times, one Joginder Singh son of Chandu Ram resident of Paskal, Tehsil Bishnah filed a complaint against the Patwari for tempering record. "Aggrieved, Joginder Singh through written complaint, on Thursday brought into notice of DC Jammu, that the Patwari, Joginder Pal had wrongfully and with malafide intention transferred a piece of land measuring 10 marlas falling under survey number 64/117 in favour one Fallu Ram son of Gillu Ram", sources said. They further said that acting swiftly on the complaint of the victim, the DC Jammu directed Tehsildar Bishnah to submit a report over the matter. They further said that the same official had also transferred a piece of land measuring 1.5 Kanal belong to Katyalo Ram son of Bassan Ram infavour of Narrota son of Lochan Ram. "The accused Patwari Joginder Pal is serving in the Bishnah Tehsil for past 15 years. During his service in his own home town he has become a master in tampering and transferring land of poor people who have no say, or are unable to contest cases in court and DC office", they added. In another case, the Patwari had victimized another poor farmer by tampering and transferring his land. "Mohan Lal son of Rolu, who owned 8.17 Kanals land falling under survey number 33/34 in village Pandorian Brahmana, has lost most of his land, due to Patwari tampering the record", they added. Victim of land mafia, Bimla Devi, a resident of Pascal Bishnah, Tehsildar Bishnah Mohd Sayeed, Joginder Rapu Patwari Patwar Halqa Pascal, Bishnah tampered land record and transferred the piece of land in the name of Suraj Parkash son of Girdhari Lal resident of Pascal, Bishnah Jammu. Paradoxically, unholy nexus between land mafia and revenue officials, and delay in delivering justice, is discouraging the poor people to fight for rights. Presently, thousands of cases of land dispute are lying unsettled in office of Deputy Commissioner and Additional Deputy commissioner Jammu. Since the land mafia has its roots in the revenue department, the lower rung officials are influencing the proceeding of cases by the top bosses. |
