JAMMU, Apr 15: Flouting repeated decrees of administration of ensuring one man one post, nearly one dozen officers in Agriculture Production Department have been holding multiple posts, many of them loyalists and sycophants of former Minister.
According to the documents available with Early Times, Sudesh Koul Joint Director Input has also been holding the post of Deputy Director Training and Farm Manager Specialist.
Moreover, CM Sharma, Subject Matter Specialist (district level) has also been holding two other posts including Deputy Director Central and Chief Agriculture Officer Jammu.
"CM Sharma, who has been cleared as SMS (district level) in order number 279-Agri of 2008, as per his eligibility has never been promoted to the cadre of Chief Agriculture Officer and equivalent other than government order number 29-Agri of 2015, of 4/2/2015", sources said, adding that it was also a million dollar question as how an officer, under what eligibility, could be promoted to the cadre of CAO and equivalent as he had never been shown promoted as Deputy Director. He had been working on the post of Deputy Director, due to close allegiance to former Minister Gulam Hassan Mir.
Omkar Singh Choudhary is another officer, who has been holding two posts and in two Directorates. He is presently holding the post of Farm Manager SM Farm Chinore, which is a post in Directorate of Agriculture and at the same time, is holding the post of Project Officer Command Area Development Jammu, which is post in Directorate Command area.
"What is justification of appointing a single officer in two Directorates, when the distance between two offices is nearly 30 kilometers?", sources said, adding that since last more than seven years, he has been holding the post, in violation of transfer policy.
Area Development Officer Vegetable Rajouri, Sadakat Ali Choudhary has also been holding the post of Chief Agriculture Officer Rajouiri, while Younus Choudhary Sub Divisional Agriculture Officer Poonch, has also been holding the post of District Agriculture Officer Poonch and Chief Agriculture Officer Poonch.
Agriculture Chemist Jammu, GD Gupta has also been holding two more posts including Assistant Social Chemist and had been holding Divisional Soil Survey Officer Jammu post, the charge of which was recently been given to another officer, who has also been holding the post of Assitant Soil Chemist.
Sunil Koul, Subject Matter Specialist (District Level) has also been holding the post of Chief Agriculture Officer Ramban, while HK Rajdan, Chief Agriculture Officer Doda has also been holding the post of Assistant Social Chemist.
Bipin Sambyal, Joint Director Fertilizer is also holding the post of Chief Agriculture Officer Kathua and Subject Matter Specialist District Level, besides Kulbhushan Sambyal, has been holding the post of Subject Matter Specialist (DL), Chief Agriculture Officer Command Area and Chief Agriculture Officer Samba.
Sources said that it was first time in the history of Jammu and Kashmir that the officers, who had lost their case in the court of law, have been promoted to their next cadre viz-a-viz Chief Agriculture and equivalent posts. "The new incumbent minister is yet to take a call on the misdoings committed his former counterpart", sources said, adding that the officers, who had lost their case in court of law included Bipin Sambyal, Kulbhushan Sambyal, Sudesh Koul, CM Sharma, GD Gupta, Sunil Koul, Iqbal Choudhary beside others, but were still holding the posts. |
