In "fake" multi-crore land deal sealed by SHO, Bollywood actor Mukesh Rishi's brother duped | Land non-existent, Rs 90 lakh advance payment made by buyer still lying with property dealer | | Bharat Bhushan Early Times Report JAMMU, Apr 15: With the wrong practices showing an upward trend in the burgeoning real estate business in cities and major J&K towns, cops are also not behind anyone to make a quick buck. On their posting to police stations, some SHOs would first get from Munshi a detail of disputed plots in the areas that fall under their jurisdiction. Then using their influence, they would settle such disputes and get a share of the proceeds. For them, this is proving to be a lucrative business as they earn with zero investment. In one such alleged incident, a police officer sealed a "fake" multi-crore land deal in connivance with a property dealer at Sehora on the outskirts of Kunjwani near here, duping the brother of famed Bollywood actor Mukesh Rishi of Rs 90 lakh. While finalising the deal, the police officer, who then headed a police station as its SHO, issued a receipt to the buyer and put the police station seal and his signatures on it. As per the receipt, alleged to have been written by SI Ajay Singh, who was then SHO of Vijaypur police station, in his own handwriting on June 20, 2014, an amount of Rs 90 lakh was received by property dealer Surjeet Singh, son of Harminder Singh of Sehora, in the police officer's presence from Mukesh's brother Vinod Rishi, a reputed industrialist. The receipt says that "an amount of Rs 90 lakh is received as advance from Rishi against the cost of 10 kanals of land at Sehora near a Dental College. It also says that the buyer would be paid Rs 1.80 cr in case the deal fails to take off due to any problem at the time of handing over of the possession of land to him. It has been signed by Surjeet and SI Ajay. Sources privy to the deal said that against 10 kanals of land, the property dealer handed Rishi the "fard" (a revenue document) of only three kanals. The fard had a legal flaw in it. Since it did not carry the land rate, which was mandatory, the court did not entertain it for the purpose of registration of land in Rishi's name. He now feels that it was part of the conspiracy hatched by the SHO-property dealer duo to deceive him. Rishi then returned the fard to Surjeet and Ajay Singh and asked them to either return him the money or give him the proper fard. Sources said the fard, which was handed to Rishi, was actually of some other land and not of the piece of land that had been shown to him by the property dealer. Speaking to Early Times, Rishi said, "They have taken my Rs 90 lakh but have not given me any land. The whole deal was finalised by SI Ajay in the presence of Surjeet, he alleged and added that the money was given by him to the property dealer on the SHO's guarantee. According to the Agreement to Sell, Rishi "is at liberty to use the land in any manner and is also at liberty to raise any construction on it without any objection of the sellers. Surjeet has signed this document as a witness. Rishi said he would either call on DGP K Rajindera and bring the matter to his notice or approach the crime branch of J&K police with a complaint against the SI. |
