Names for PSC approved by cabinet run into rough weather | List withheld by govt following dispute over two members | | Deva as Chairman too doesn't fulfill eligibility criteria Early Times Report JAMMU, Apr 15: J&K shall have to wait for some time for highest appointing body Public Service Commission getting into functional mode as the names for its Chairman and members approved by the PDP-BJP cabinet have run into rough weather. All the names have not been forwarded to Governor NN Vohra and the list for now has been withheld by the government. Sources said controversy has arisen for names of at least three members including the Chairman for they do not fulfil the requirements with regard to eligibility as envisaged in the guidelines issues recently by the state Governor. The government had named a new chairman and five members to the state Public Service Commission in its cabinet meeting last month. While the cabinet approved the appointment of Abdul Latief Deva as chairman of Public Service Commission, other members of the commission whose names were given nod included Reshi Dogra, Mushtaq Ahmad Wani, Indu Kelam, G.R. Bhagat and Munshi Muzzaffar Hussain. However, sources said the government has learnt Governor may not give consent to few names around which some controversies with regard to their credentials has arose much before these could be forwarded to Governor. Sources said dispute has come to fore particularly with regard to name of Reshi Dogra which at the time of consideration by cabinet was recommended as Prof prefixed with his name. It was later found the said member was not at all from the field of academics instead had served in Police Department as additional SP. The storm over his name did not end here as there was much more dispute than mere the field he comes from. Reshi Dogra , sources said had remained absconding during service in Police for three years following which his service was terminated. He was later appointed by the Vice Chancellor of Baba Ghulam Farid Shah University Masood Choudhary as one of the faculty members, a tenure on account of which he chose to pre fix Prof with his name. Sources further said the name of GR Bhagat has also run into rough weather for certain reasons following which he may also be withdrawn from the list. Bhagat is a retired bureaucrat who after his superannuation had joined National Conference. Moreover, the name of AS Deva as Chairman has also not gone well with the panel as he too doesn't fulfil the eligibility criteria by the Goevrnor . Even though the credentials of Deva as senior officer are good, yet the requirement sought by Governor for the post of Chairman are far from being in line with the guidelines. The Govenor NN Vohra during his rule had sought that the Chairman for PSC should at least be of the rank of Chief Secretary whereas the members for this highest appointing authoring should be of the level of Commissioner Secretaries. Pertinent to mention is that this apex recruitment body that makes appointments to all the gazetted services in the administration and police had stopped functioning after its chairman and all other five members completed their terms of office last year. A panel, including the chairman and five new members, had been sent to Vohra by the then chief minister Omar Abdullah last year. But the Governor returned the panel to the state government with some queries. The Omar Abdhullah government did not reply to the queries raised by Vohra, nor did the latter consider any of the names recommended by the then Chief Minister. |
