Let coalition Govt guard against derailment of peace in Kashmir | | | With change in guard in Jammu and Kash- mir after voters vote for change of Gov- ernment one had expected that political stability and peace would be restored to the sensitive state. However, events do not seem to indicate that peace and political stability are round the corner. Apart from the activities of militants in the shape of encounters with the security forces the issue of return of displaced families to the valley where they were to be settled in composite township or in some clusters has contributed to derailment of peace and security. It is so because separatists have made an issue out of it and besides signaling people forest aging protest demonstrations which were followed by clashes between the protesters and the security forces they gave a call for shutdown which was responded by people. Even in the face of peace hanging by a thin thread the alleged killing of a civilian in Tral in Army action kicked up series of demonstrations and clashes between the protesters and the security forces, in which half a dozen people were injured including one boy who received critical injuries. This incident gave yet another issue for the separatists to call for Tral shutdown and some separatists were arrested while they were on their way to Tral for triggering added violence. One had expected that the PDP-BJP coalition Government would initiate measures that were aimed at giving a push to various development projects that could later better the lot of people and in the meantime help the Government to resolve the problem of unemployment to some extent. This initiative was seen missing because the coalition Government remained busy in removing several irritants and conflicts. Since the coalition Government had not yet adjusted to the new political environment the result of an alliance between the PDP and the BJP with their known different political ideologies it should not have touched the issue related to the return and rehabilitation of the displaced people. The way the separatists have reacted to an unconfirmed plan of rehabilitating these displaced people in either composite township or in clusters indicates they are not really interested in the return of the displaced people. Had they been interested they should have left the issue of their resettlement and rehabilitation to the state and the central Governments. Since the displaced people have yet to regain the old confidence of living with Muslim neighbours they should have been allowed to settle in clusters so that after some time they could have opted for rehabilitation in their native towns and villages. If not anything else the issue related to the return and rehabilitation of Pandits has given an opportunity to the separatists to derail peace and political stability in the state, especially in the Kashmir valley. The coalition Government has received reports that it is not only the separatists who were trying to derail political stability and peace but they were being provided with moral and material support from some mainstream political parties for aggravating the level of political and security instability which could result in the fall of the PDP-BJP coalition Government. Well in the 63-year long political history of Jammu and Kashmir the formation of a coalition Government between the BJP and the PDP has been first of its political experiment. The experiment was supposed to resolve if not totally end regional imbalance. However, PDP leadership has succeeded in keeping its vote bank in tact by adopting a number of policies which the jammuites have resented and the BJP has become the focus of this resentment and criticism. Yes, there are several agencies, state-level, on the national and international scene that are trying to derail peace and political stability in Jammu and Kashmir. The BJP and the PDP coalition Government has to initiate steps against these machinations and intrigues. If the coalition Government falls right now this has to be followed by the dissolution of the Assembly to be followed by fresh elections. The BJP should have no doubt about the possibility of facing worst ever ire of people of the Jammu region in the elections. If the BJP had won 25 seats from the Jammu region in the recent election it cannot expect to repeat even the 2008 poll performance when it had won 11 seats in the Assembly. Similarly if the PDP had won 25 out of 28 seats from the Kashmir valley it may not be able to repeat this performance if the elections were held within next five to six months. Hence the coalition Government has to strike and balance and adhere to the coalition dharma of give and take so that the two could, together, give Vikaas (development) a new push after distributing relief and compensation to the flood hit people. Rehabilitation and compensation of flood affected people should be the top priority for the coalition Government. Let the coalition Government stop wasting its time and energy on withdrawal of AFSPA or on retention of Article 370. These issues can wait but not the flood hit people waiting for compensation. |
