Omar Govt converted JK's irrigation canals into sewage drains

Srinagar, May 16: What could be termed as a deliberate attempt to bring JK at the brink of a dreadful drought is the blunder committed by the Omar led coalition when the irrigation canals were converted into sewage drains and crores of rupees going down.
With the farmers across the state decry over the official neglect in maintenance of the irrigation canals, details coming to fore reveal that the previous government with a deliberate move made JK farmers to suffer with another drought like situation in the offing.
Details inform that as the irrigation potential of the state of Jammu and Kashmir was assessed at 411.76 lakh hectares of land, the Omar Abdullah led coalition paved way for the creation of the irrigation potential at mere 3.42 lakh hectares.
There are also the reports of poor utilization of the funds ranged between 62 percent to 77 percent which resulted in accumulation of unspent balance at the close of each year which varied between 66.62 crores and 133.34 crore rupees during the year 2009-10 and 2013-14.
Also out of 770 irrigation schemes, 653 schemes which were estimated at the cost of 2089.45 crores were due for completion by Mrach 2014 and out of these only 407 schemes were completed as of March 2014.
Program implementation of the irrigation schemes in Jammu and Kashmir was weak due to the non- completion of 77 schemes costing 341.56 crore, irregular selection of 93 schemes, unfavorable cost benefit ratio in 18 completed schemes and time overrun by one to seven years in 337 schemes.
Reports informed that cases of irregular execution of works to the extent of 5.81 crore, diversion of funds of 1.97 crore rupees, unadjusted material at site accounts valuing 9.85 crore and flow of polluted water into canals were noticed in the department of irrigation and flood control Jammu and Kashmir.
Reports informed that under environmental protection rules 1986, the department was required to take measures for prevention of discharge of untreated sewage water into irrigation canals. Audit scrutiny, however, didn't find any evidence of steps taken in this regard by the executing divisions though pointed out during previous review also. The audit team during joint visit found out sewerage flowed in several irrigation canals of Jammu and Kashmir regions and many were converted into drains.
The CAG report also mentions that garbage was also found lying in the irrigation canals without any check of the department.
Also, scores of un-authorized works have been allotted to the persons in the department due to which the standard of working got undermined every day after. Sources within the department revealed that some persons who enjoyed the political patronage managed to get the hefty sums without even the proper approval. When and how such a scam would get unearthed remains to be seen.
