AIIMS struggle gaining momentum | Forgotten Singhal Report | | Early Times Report JAMMU, May 16: The ongoing struggle for the establishment of AIIMSin Jammu is gaining momentum day by day. Almost all the non-BJP political parties, political formations, social groups and student organizations are contributing to the movement in their own way. They are taking on and lambasting the BJP-led NDA Government for its "anti-Jammu" policies and questioning the very credentials of BJP leader and Deputy Chief Minister Nirmal Singh, who reportedly taunted and abused the people of Jammu province and spoke against the country to please his Kashmiri masters by saying that no one could "snatch AIIMS from Kashmir and it will not be established in Jammu", "India was using our land and water" and "NHPC must hand over the power projects to J&K Government". There are reasons to believe that the ongoing movement for the opening of AIIMS in Jammu would become more and more shrill and there could be the rise of the 1998-like or 2008-like situation in Jammu province. Those involved in the movement appear determined to scuttle of the decision on establishment ofAIIMS in Kashmir. However, one thing which surprisingly is missing in the movement is no reference to the 1999 Singhal Committee report on admission to technical and professional colleges. The three-member Singhal Committee was appointed by Chief Minister Farooq Abdullah in 1998 to conciliate the agitating student community in Jammu and save his government. The agitating student community had been demanding fair share for Jammu in the government-run technical and professional institutions, saying it was Kashmir that had swamped not only the Kashmir-based technical and professional institutions like medical, engineering and dental colleges but also the Jammu-based similar institutions. The Singhal Committee submitted its report to the state government in 1999. Among other things, it recommended that all the Jammu-based technical and professional institutions should be the sole preserve of the Jammu youth and all the Kashmir-based such institutions the sole preserve of the Kashmiri youth. The committee, in fact, recommended the admission policy that governs admission to the University of Jammu and University of Kashmir. It was a rational suggestion, but neither the Farooq Abdullah government nor other governments which were formed after 2002, took any action on the report. Now that the people of Jammu province are agitating for AIIMS, it is time that they should also ask the government to implement the recommendations of the Singhal Committee. Remember, the share of the Jammu youth even in the Jammu-based technical and professional institutions is inadequate. It is hoped that Health and Medical Education minister Lal Singh, who now belongs to the BJP and hails from Kathua district of Jammu province, would take up this issue so that Jammu youth get proper representation in the state-run medical, engineering and dental colleges and agriculture universities. |
